DoD To Implement Retroactive Stop Loss Special Pay

The Defense Department announced today the services' implementation plans to provide retroactive stop loss special pay. Active, reserve and former service members who had their enlistment extended or retirement suspended due to stop loss are eligible for this special pay, if they served on active duty between Sept. 11, 2001 and Sept. 30, 2009.
Service members may begin submitting their claim for retroactive stop loss special pay on Oct. 21, 2009. In accordance with the 2009 Supplemental Appropriations Act, all applications must be submitted to the respective services no later than Oct. 21, 2010. Eligible personnel will receive a payment of $500 per month for each month (or any portion of a month) that a member was retained on active duty due to stop loss.
Applicants for retroactive pay who are no longer in the military had to be honorably discharged, and for those who were stop lossed in fiscal 2009, may only receive payment from one stop loss authority - either the money appropriated for stop loss special pay in the Duncan Hunter National Defense Authorization Act for Fiscal Year 2009, or the money allocated for retroactive stop loss special pay in the 2009 Supplemental Appropriations Act, but not both.
Service members must provide documented proof they were stop lossed with their claim. Family members of deceased service members should contact the appropriate military service for assistance in filing their claim.

Stop loss provides a valuable and critical tool to quickly retain and generate forces to surge in a major conflict. However, as deployment schedules stabilize, the department must then adapt and minimize its use of stop loss. The secretary of defense announced in March a comprehensive plan to eliminate the current use of stop loss, while retaining the authority for future use under extraordinary circumstances.
Milwaukee Marine Featured in DOD Series: Face of Defense

HELMAND PROVINCE, Afghanistan, Sept. 14, 2009 - A Marine successfully led a Sept. 8 convoy to resupply fellow Marines and Afghan soldiers serving in the Helmand River valley here.
Marine Corps Gunnery Sgt. Steven Baker of Milwaukee and his platoon of Marines joined members of the Afghan National Army and their United Kingdom mentors in a convoy from Camp Leatherneck to Forward Operating Base Dwyer to deliver building supplies and mechanical parts to their comrades.
Mondovi Soldier Killed in Iraq

A Mondovi, WI, soldier serving with the Oregon National Guard was one of two casualties reported in action in Iraq on Friday.
Sgt. Earl D. Werner, 38, of Mondovi, Wis. and Pvt. Taylor D. Marks, 19, of Monmouth, Ore. died Aug. 28 in Rashid, Iraq, of wounds suffered when insurgents attacked their vehicle with an explosively formed penetrator.
Both Soldiers were assigned to the 41st Special Troops Battalion, 41st Infantry Brigade Combat Team of the Oregon Army National Guard in Portland.
News of the deaths was reported by the Department of Defense on Saturday.

Capt. Casey Plamann, a school teacher from Hortonville, Wis., presently serving as a civil affairs information manager and planner with the 2nd Brigade Combat Team “Strike,” 101st Airborne Division (Air Assault), in northwest Baghdad, took a great concept and initiated action.
Plamann developed a program that will include routine communication and donations of English school books and supplies. It is based on the Strike Brigade school partnership strategy in the area of operations. The strategy was designed to develop educational capacity with in the Baghdad districts of Khadamiyah, Mansour and Kharkh.
“Col. Bill Hickman [the brigade commander] wanted to go beyond the ‘brick and mortar’ concept and actually foster relationships and cooperation inside the classrooms,” Plamann said.
English language teaching aids and assorted school supplies, totaling a staggering 27,000 pounds, recently arrived in Baghdad. The supplies were moved from Wisconsin to Fort Campbell, Ky., and then on by military transport to Iraq.
A presentation ceremony is scheduled for, Sept. 23, 2008, to schools in northwest Baghdad. Dr. Afrah, an official from the Iraqi ministry of education, will participate in the ceremony. The books will be presented to Afrah on behalf of the students and teachers from Wisconsin. They will be distributed to schools in Baghdad by early October, so they are available for the beginning of the Iraqi school year.
Plamann reached back by e-mail to teachers, volunteers, 4-H members and friends in the northeast Wisconsin area to stimulate interest and request support for the program.
“Many volunteers back home took this idea and ran with it,” Plamann said. Many offered help, but one in particular truly stimulated interest and support from home.
“The assistance provided by John Maino of WIXX radio was immeasurable,” Plamann said. “He conducted daily, on-air promotions for the text book and supply donation during his radio show.”
Plamann also participated in two radio interviews with Maino in order to explain the program to radio listeners. He said he enjoyed speaking to the listeners and emphasized the importance of helping Iraqi children understand the English language.
The program is designed to eventually be self sustainable. The partnership schools will dictate their own program once communication is established, he explained. U.S. Soldiers will be required initially to facilitate communication and answer questions that the schools may have.
Plamann said he plans to deliver emails to both Wisconsin and Iraqi teachers to facilitate communication and understanding.
