<title>SCOCOS ANNOUNCES STAFF CHANGES AT WDVA DIVISION OF VETERANS HOMES</title>

<description>The following staff changes have been implemented &amp;ndash; 
1.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; Randy Nitschke is the Acting Administrator for the Division of Veterans Homes. He has a total of over 20 years healthcare experience in both the private and government sectors. That experience mixed with his proven leadership will keep our homes moving in the right direction.
2.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; Pat Shaughnessy is Acting Commandant at the Veterans Home-Union Grove. Pat has a long history of healthcare experience in both the private and government sectors as well. I have a lot of faith in Mr. Shaughnessy&amp;rsquo;s ability to keep Union Grove successful. 
3.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; Bill Crowley is returning as the Commandant at the Veterans Home-King. Wisconsin Department of Justice (DOJ) looked into referrals concerning certain transactions involving the Wisconsin Veterans Home at King (WVH-King) and found that neither criminal violations nor misconduct in public office occurred. With that news, it is only appropriate that Mr. Crowley should return.

Commander Al Malewiski held opening ceremonies at Suamico Post 9409 at 2000 hours; followed by salute to colors, opening prayer and pledge of allegiance.
&amp;nbsp;
GUESTS PRESENT: Wilfred &amp;ldquo;Twiggy&amp;rdquo; Johnson, Department of Wisconsin Sr. Vice Commander. 
&amp;nbsp;
ROLL CALL OF OFFICERS: &amp;nbsp;10 present, 1 absent, 0 excused. 23 total members present.
&amp;nbsp;
ROLL CALL OF POSTS: Seven posts were present: Ashwaubenon, Duck Creek, DePere, Denmark, Pulaski, Suamico and Green Bay. There were numerous activities performed by the posts present, covering the period from October 15, 2008 &amp;ndash; February 12, 2009 representing 1,909 hours, 182 members, 7,567 miles and approximately $33,381 by the 7 posts present for the good of the organization and veterans. (Details on file with adjutant) Two posts were absent: Bellevue and Oneida. We would appreciate your activity reports for each quarter at the meetings and if your post is unable to be represented at the meeting send your reports to the adjutant, Bruce Sorensen, 2113 Rainbow Dr., Green Bay, WI. 54313-7804 or e-mail them to: bsorensen@new.rr.com.

READING OF THE MINUTES: Minutes of October 15, 2008 meeting were read and approved. 
&amp;nbsp;
QUARTERMASTER REPORT: Beginning balance $1,264.47. Ending balance $1,136.97. 
MMSC to accept the report subject to audit which will occur following the meeting. 
&amp;nbsp;
QM reported that Oneida paid their dues in January. All Council posts are current with dues.
It is not too early for posts to begin planning to pay their $10.00 dues assessment for the VFW year 2009-2010. &amp;nbsp;Send dues to QM, Patrick J. Moran, 1225 Suburban Drive, DePere, WI 54115-1829.

REPORTING: The goal for Posts in the BCC is to report in all required activities this year which can be found in Commander Gary Erickson&amp;rsquo;s commanders manual. The new reporting form has changed and can be accessed in the manual you received or by going on-line to the website. If you submit your reports on-line please print a copy for your records.

UNFINISHED BUSINESS: 
Commander Al on the following issues:

    At the most recent 8th District meeting on February 8 at Ashwaubenon only 17 of 38 posts was present. It is a by-law requirement for each of the 38 posts to send one delegate to every 8th District, Department, or County Council meeting. 
    8th District voted to change by-laws so that at some future point, if needed, the dues assessment for the district can be raised. Changes will be ratified at Spring District meeting. 
    Reminded all posts to purchase poppies. The report is now accessible on-line. 
    Service Officer Report is now on line. 
    Recognized the District VOD and Patriot Pen program chairpersons and elaborated on this years program results. 
    Posts please sarmark your checks when making donations. 

&amp;nbsp;
NEW BUSINESS:
Bob Collins of Green Bay Post 2037 reported that the Green Bay Post 2037 is healthy with a new QM, current records and will be holding their meetings at the AMVETS club. 
&amp;nbsp;
Loyalty Day is April 25, 2009 in Lancaster, WI. 
In 2010 under Wilfred &amp;ldquo;Twiggy&amp;rdquo; Johnson&amp;rsquo;s department leadership the Loyalty Day will be in Village of Howard the last Saturday in April. Posts in the Brown County Council should all plan to participate in this event.
&amp;nbsp;
MMSC for the Council to donate $100 the CP Telethon to be held March 8, 2009 at TV Channel 2&amp;rsquo;s building downtown. Dave Behrend will be representing the VFW; please join him as he has a time slot at 11:30am.
&amp;nbsp;
MMSC for the Council to purchase $100 worth of State raffle tickets. 
&amp;nbsp;
Salute to Veterans will be a different this year. It will be held March 31 and start at the WDVA facility for pre briefing and then move to the Capital to visit legislators. The process will be similar to the legislative events held during the Washington Conferences. 
&amp;nbsp;
GOOD OF THE ORDER:
Department Sr. Vice Commander Johnson spoke on the following subjects:

    King finally received their Bus Coach and will be putting in to use. It can be adjusted to hold more wheel chairs than seating or vice versa. 
    Updated group on the results of the King fund embezzlement. Know funds that were taken have been returned. Person is working on the Huber Law for 9 months and will be on probation for 4 years and cannot have any conversations with veterans. 

&amp;nbsp;
Dave spoke of the Sears initiative &amp;ldquo;Operation Home Front&amp;rdquo; and the Washington initiative &amp;ldquo;Rebuilding Together for Veterans.&amp;rdquo; 
&amp;nbsp;
The 8th District spring meeting will be sponsored by Appleton Post 2778 and will be held May 2, 2009 at 11:30am for lunch, meeting to follow at 1:00pm. 
&amp;nbsp;
The new, KI, $400 office chair that was donated by the 432nd to Dave Behrend, will be the BCC&amp;rsquo;s next raffle item. Tickets will be $2.00 a piece or 3 for $5.00.&amp;nbsp; The drawing will be held at the 8th District spring meeting. Thanks Dave for your generosity. 
&amp;nbsp;
MMSC: to adjourn at 2110 hours. The next Brown County VFW Council meeting will be held Thursday, May 21, 2009 at Green Bay Post 2037 @ 2000 hours. Green Bay Post meets at the AMVETS club located at 1807 North Irwin Avenue in Green Bay. &amp;nbsp;(Mark your calendars!)

At the Spring Council meeting we will hold nomination, elections and installation of Council Officers for the 2009-2010 VFW year.
&amp;nbsp;
The 50/50 raffle was won by Stephen Kidd of Ashwaubenon Post 10244.

            Candidates for the position must be eligible for membership in the Veterans of Foreign Wars.

            The Service Officer manages a staff in providing professional representation for veterans seeking federal, hospital benefits.&amp;nbsp;The individual should have advanced human relations and management skills, to enable them to serve as liaison with various governmental agencies, supervision and training of office staff, and coordination and dissemination of information on veteran&amp;rsquo;s benefits throughout our VFW membership.
            &amp;nbsp;
            This individual provides advice and technical assistance based on knowledge of mental and physical illnesses and disabilities.&amp;nbsp;An Associates Degree in Medical Technology or experience in adjudicating medical claims with insurance carriers is desirable.
            &amp;nbsp;
            Skill is required interpreting and disseminating information about Title 38 USC and Department of Veterans Affairs policies, court decisions, and government statutes, Title 38 CFR regulations, directives and publications.
            &amp;nbsp;
            Computer knowledge to include software applications and case management techniques and other office machine applications used in a fully automated office is essential.
            &amp;nbsp;
            Salary commensurate (based on experience), but not less than $30,000. Benefits include: VFW retirement plan, life insurance and health insurance.
