MARCH 2008 NEWSLETTER
 
 
          Fourteen comrades attended the February 25, 2008 meeting. A motion was made to accept the Adjutants minutes before they were read the minutes were posted in the newsletter. It was seconded and carried by a majority of ayes. The Quartermaster report was read and a motion was made to accept the report, it was seconded and the motion carried. It was brought up that Ken Halverson might like a ride to the meetings so I encourage you to call him at 345-1111, he lives in the Gables in Germantown.
            A motion was made that we donated $100.00 to the new Vietnam Memorial Center that is being built. That motion was amended and increased to a $250 donation The motion was seconded and carried by unanimous vote. It was discussed that the caretaker of the High ground at Neillsville needs help to plant trees, etc. A motion was made to donate money to a group called “Guitarists for VETS”. During the discussion it was suggested that we get more information on this group. The motion was tabled for one month and is to be discussed again at our next meeting. This group goes to hospitals and teaches wounded or hospitalized Vets to play the guitar. A guitar and case can be purchased from them for $80.00, and they are looking for people to help them teach the guitar.
            A list of some of the door prizes that will be at the banquet was read. The Post now has a website at “www.vfwwebcom.com/wi/post 9202. I’m requesting that any Comrade with an e-mail address contact me at (262) 251-9037. I’m requesting this so that the newsletter can be e-mailed to you. At the March meeting nominations for officers will be held and the election will be in April. In March the Ladies Auxiliary sent care packages to our active duty Comrades in Iraq and Afghanistan. I would like to give the Ladies Auxiliary a huge THANK YOU for undertaking this endeavor.
 
            In the last newsletter I explained the means test that is required for you to be assigned a category at the VAMC in Milwaukee. Now I will explain the outpatient prescription copay.
 
            OUTPATIENT PRESCRIPTION COPAY:
            There is an $8.00 copay for each 30-day or less supply of medication provided on an outpatient basis for treatment of a nonservice-connected condition. Copays for medication are charged only for outpatient treatment.
           
            Veterans enrolled in priority groups 2-6 will continue to have a cap on the amount that they can be charged for medication copays each year. This cap is now $960 per year. This means that veterans in Priority Groups 2-6 will not pay more than $960 annually for medicine they receive on an outpatient basis. As in the past, there is no cap on annual copay amounts for outpatient medications provided to veterans in Priority Groups 7-8.
            Exceptions to Copay Rules for Medications
            VA does not charge copay for medications used for treatment of –
·         A veteran who is 50% or more service connected
·         A veteran who has been determined by VA as unemployable due to their service-connected conditions
·         A veteran’s specific service-connected disability
·         A veteran who is a former POW
·         A veteran whose income is below the maximum annual rate for VA pension
·         A veteran’s conditions related to a veteran’s exposure to:
o   Herbicides during the Vietnam-era, OR
o   Ionizing radiation during atmospheric testing, OR
o   Ionizing radiation during the occupation of Hiroshima and Nagasaki
·         A service-related condition of a veteran who served:
o   In the Gulf War, OR
o   In combat in a war after the Gulf War, OR
o   During a period of hostility after November 11, 1998
·         A veteran’s military sexual trauma
·         A veteran’s cancer of head or neck caused by nose or throat radium treatments given while in the military
·         A veteran participating in a VA approved research project
 
            Reduce or Eliminate VA Medical Care Copays
            If you are now receiving VA compensation for a service-connected disability of VA pension benefits, your VA medical care and/or copays may be reduced or eliminated. You may also be eligible for a refund of copay charges that you have previously paid based on this decision. For further information, please call a Health Benefits Service Center at 1-877-222-VETS (8387) or contact the Enrollment Coordinator at the Zablocki VA Medical Center.
            The Annual Awards Banquet was held on March 1, 2008. There were 60 Comrades and guests present for the awards presentation. The Voice of Democracy winner was Samantha Decker.

Smanatha Decker the VOD winner giving her speech at the banquet held on March 1, 2008. She gave a very memorable speech as she is only a sophmore at the Germantown High School. The post presented her a beautiful jacket, $300.00 check and a personal plaque. We are presenting a school plaque at the High Schools’ awards night. It has room for twelve names and her name will be the first one.
 
 
 
 
Linden Pohland reading his winning essay at the banquet. This young lad is only in the 6th grade and attends school at the Kennedy Middle School here in Germantown. The Ladies Auxiliary sponsored Linden and they presented him with a $100.00 check, a certificate for the Patriot’s Pen, and a Patriot’s Pen Baseball Cap.
 
            Youth Activities:     
            Voice of Democracy Scholarship Recipients and Patriot’s Pen Winner:
            All 54 State Voice of Democracy winners received their expenses paid trip to Washington, DC for the finals competition from the Target Corporation.
First Place $30,000 recipient - Jordan Lord, Department of Mississippi, VFW Post 4526 and Ladies Auxiliary
Second Place $16,000 recipient – Timothy Cody, Department of Tennessee, VFW Post 5062 and Ladies Auxiliary
Third Place $10,000 recipient - Michael Rogers, Department of Rhode Island, VFW Post 2339 and Ladies Auxiliary
Fourth Place $1,000 recipient – Matthew Ryan, Department of Arkansas, VFW Post 4501
Sarah Polinski, Sayer, PA, winner of the $10,000 Savings Bond award for writing the winning essay in the Patriot’s Pen Competition.
 
This is a new addition to the banquet. The Missing Man Table was displayed, there is a service cap for each military service along with a baseball cap. Every item on the table represents certain things. If you would like to know what they are please attend the next banquet. As long as I remain the commander this table will be displayed and the items explained.
 
 
 
 
             Important message for Veterans and Families:
            Each week the War Library receives calls from anguished family members trying to hurdle the VA maze to get burial information for a deceased veteran because they cannot find vet’s Report of Separation or other military documents. Whether or not you plan to live forever you MUST make arrangements for your death should your privately plans to cheat “The Grim Reaper” fail to work out. It is both callous and unfair to frustrate family members who run into VA roadblocks because you failed to pre-prepare all of the information they will need.
            To spare your survivors the anguish of VA bureaucracy you should do the following NOW:
1)    Prepare an 8-by-12 envelope containing the following veteran-related information to be left on a shelf or in a drawer that can be easily found after your death:
a)    A photocopy of your DD-214 (or Report of Separation) and other important military-issued documents
b)    A photocopy of your Social Security card
c)    A photocopy of your driver’s license
d)    The location of the nearest VA Service Office for burial assistance benefits
e)    A duplicate set of your military medals that you would like to be buried with you if applicable
f)     The address and phone number of your local newspaper(s) to post your obit
g)    The names and addresses of fellow veterans or veteran organizations you want your survivors to notify
h)   This post gives the surviving family member a two hundred dollar check upon the notification of your death
2)    Include also a page containing the following websites if your family has a computer
a)    Find a nearby VA Service Officer to assist with the deceased or burial benefits: http://www1.va.gov/directory/guide/home.asp?isFlash=1. For veterans living in Washington County the Service Officer is Mark J. Baldwin, Jr. (262) 335-4457 or toll free (800) 616-0446.
b)    Where to get basic information on VA burial assistance and entitlements: http://www.cem.va.gov/.
 
            Social Security Benefits:
            Social Security benefits are payable to workers and their families who have paid into Social Security. The amount of Social Security benefits is determined by the amount of Social Security earnings the worker had. The Social Security Administration operates the following programs:
·         Retirement Insurance – full benefits payable when the appropriate age is reached but benefits will be reduced if age is 62 or younger
·         Survivors Insurance – payable to widows, and minor children
·         Disability Insurance – payable to severely disabled who are unable to work for at least 12 months
·         Medicare – payable at age 65 or after receiving disability for 2 years
·         Supplemental Security Income (SSI) – special payment for the blind, disabled, or age 65 or older with limited resources (assets).
 
            If you think that you qualify for one of the programs listed above make sure that you contact the nearest SSA Office for specific information and eligibility requirements for that program.
 
                        Reconsideration and Appeal:
                        When a claimant is dissatisfied with a decision rendered by the Social Security Administration, they may request reconsideration by using social Security Form SSA 561, Request for Reconsideration. This form should be forwarded to the Social Security office having jurisdiction over the adverse determination.
1.    Hearing: If the reconsideration decision is negative, you the claimant may request a hearing before an Administrative Law Judge of the Office of Hearings and Appeals within 60 days of the notice of the adverse determination of the reconsideration. You should use Social Security Form HA – 501, Request for Hearing. This form should be forwarded to the Social Security Office having jurisdiction of the claim.
2.    If you the claimant still disagrees with the Administrative Law Judge’s action on your claim, a request may be made to the Appeals Council for review, on Social Security Form HA – 520 Request for Review of Hearing Examiner’s Action, which can be downloaded at http://www.sa.gov/online/ha-520.pdf. This form should be forwarded within 60 days of the Administrative Law Judge’s decision to the Social Security Office having jurisdiction.
 
POWER PROGRAM
            At the last Post meeting the attending Comrades completed a “contest option” handout that was given to them by the POWER Program Research Coordinator. The final outcome of the Comrades present was that the participants lose 5% of the group’s total weight. They will track their weight loss on log book(s) to see if they are all on track to reach their goal. If they attain their goal then the Comrades, opted to give telephone cards to our Comrades deployed in Iraq and Afghanistan. Your Post POWER Team is going to design a program to help all Comrades to attain the final goal of a healthier you. At the last meeting, booklets “Talking With Your Doctor” were handed out. If you missed the meeting and would like one either attend the next meeting March 31, 2008 or call Jim at (414) 332-8247 or Mary at (262) 251-9037. The booklets are published by The National Institute on Aging. There was a tremendous response for blood pressure checks and weigh-ins after the meeting. The POWER team wants to thank all participants for their help in making this a successful program.
            In Ireland there is a mental institution that every year picks two of its most reformed patients and questions them. If they get the questions right they are free to leave. This year the two lucky gents were Patty and Mike. They were called down to the office and left there by the orderly. They were told to wait as the doctor got their files. The doctor came out and motioned for Patty to come in for his questioning. When Patty came into the office he was instructed to sit in the seat across from the doctor.
            “Patty you know the tradition of this institution as I imagine you know why you are here. You will be asked two questions, and if you get them right you will be free to go. Do you understand all that you have been told?” asked the doctor with a rather sly grin.
            Patty nodded and the doctor began to question him. The first question was this. “Patty if I was to poke out one of your eyes what would happen?”
            “I would be half blind of course,” Patty answered without much thought.
            “What would happen if I poked out the other eye?”
            “I would be completely blind,” said Patty knowing that he had just gotten his freedom. The doctor then sent him outside while he drew up the paperwork and accessed Mike’s files.
            When Patty got into the waiting room however, he told Mike what the questions would be and what the correct answers were. The doctor calls Mike and he followed the same procedure that he had with Patty. “Mike the first question is what would happen if I cut off your ear?”
            “I would be blind in one eye,” he said remembering what he had been told. This received a perplexed look from the doctor but he just simply asks the other question so that he could figure out what the man was thinking. “Mike, what would happen if I cut off your other ear?”
            “I would be completely blind,” he answered with a smile as if he knew he had passed.
            But then the doctor asked him what his reasoning was, and he said flatly, “Me hat would fall down over me eyes.”
 
            Fulfillment of a Dream
            A successful gynecologist decides to fulfill his life’s dream: give up medical practice and become a motorcycle mechanic. So he gets out of the medical business and enrolls at a mechanic’ seminar with Harley Davidson. After man weeks of training comes the final examination, taking apart and then re-assembling a randomly chosen Harley engine.
            He grabs his tools and sets to work, but soon he gets worried: while he is still working on the valve-covers, everyone else is already busy with removing the cylinder heads. He falls more and more behind, and as he is just starting to put it all back together, everybody else is already finished. He manages to put the engine back together, barely in time before the exam ends. Because it took him so much longer than everybody else, he goes straight to the teacher to ask how he performed.
            “Well,” the teacher says, “out of one hundred possible points you scored 150.” “But how is that possible?” the ex-gynecologist asks. “Well, it breaks down to this: You get fifty points for correctly taking the engine apart, and another fifty points for putting it back together perfectly.” “And what did I get those additional fifty points for?”
            “For doing it all through the exhaust.”
 
            The next meeting will be at 7:00 pm on March 31, 2008 at the American Legion Hall located on Freistadt Road.

LADIES AUXILIARY

            Happy Easter Sisters!
 
            How wonderful it is to see sun, hear the birds sing and see the snow piles become smaller. There is no doubt after this winter, spring will be welcomed.
            Our last meeting was attended by 5 Sisters – enough to make quorum. The highlights of the General Orders where read, as we have participated in many of the assorted programs that are required by Department. For new business, there was a motion which was seconded to send a $50.00 donation to each of the following:
1.    Emergency Disaster
2.    Hospital Projects
3.    $150.00 so we can send Easter Care Packages to those in our Post who are in Harm’s Way
If you have an immediate family member in Harm’s Way please let me know so that they can be remembered. Also, nominations will be accepted for officers will be accepted at the next meeting on March 31, 2008.
            The Department (State) Veterans of Foreign Wars convention will be held in Milwaukee at the Wyndon South Airport Hotel at 4747 South Howell Avenue, starting 25 June through 28 June. There is a registration fee (amount unknown at this time) if you plan to attend. If so please call Ellain (262) 251-0256 or myself (262) 251-9037 in order that we can place your name on the attendance list that we submit every year.
            March is National Colorectal Cancer Awareness Month and National Nutrition Month. If you are 50 years of age or older have you had a colonoscopy? If not, please do so as your health is important not only to you, but also your loved ones. In order to help raise money for Cancer Research I handed out a “March” calendar in which each day had a penny variety block. This project was sent out by Shirley Sabatke the Department Chair for the Cancer Aid and Research Committee.
            Each year when the Auxiliary pays $2.00 per member it helps provide funds for our Cancer Grant Program. These grants are available to all members that have been in the Auxiliary for one full year. The member can receive 2 - $500.00 grants in her lifetime. These Grants are to be used to help defray expenses in cancer treatment. Hopefully none of you are undergoing cancer treatment. If you need assistance call either Ellain (262) 250256 or Mary (262) 251-9037 for more information and application forms.
            On March 1st the Post held its annual Awards Banquet and it was attended by 60 Comrades and spouses along with a few quests. Everyone seemed to have had and enjoyable afternoon. Unique to this year’s dinner was the “Missing Man Table” that was set for six to remember our POW/MIA’s. In September a “Missing Man Table” set for one will be on display in the library. For those who donated “door prizes” thank you. The Post had an outstanding business participation offering gift cards. Sisters with 5 years or more of continuous membership received pins acknowledging this milestone. The pins are only given in 5 year increments. I wish to congratulation all members that received their membership pin.
            Hope to see you at the next Post meeting being held on March 31, 2008, at 7pm at the American Legion Hall on Freistadt Road.
