8th District Spring Meeting April 13, 2008

Our 8th district spring meeting was held on April 13, 2008 was hosted by De Pere VFW Post 2113 & Auxiliary. The meeting was called to order at 13:20pm hrs by District Commander Lou Van Eperen followed by posting of colors, prayer, salute and pledge of allegiance.

Our color guard(with their new district shirts) had the honor to escorted State Commander William "Bill" Hustad (our department rep) to the podium followed by introductions of Past 8th District Commanders and Past National Commander-in-Chief Wally Hogan.

1. Roll call of Officers: 9 - present, 0 - absent, and 1 - excused.

2. Roll call of Posts: 18 - Posts present, Cmdrs - 13, with a total of 36 Delegates.

3. Reading of the Mid-Winter minutes: Minutes were accepted as read.

4. Quartermaster's report: Q.M. Borg read the last Quarterly report for the reporting period Jan 1, to Mar 31, 2008 - motion by Don Christian second by Steve Conto to accept the Q.M.'s Quarterly Report. The trustees completed their audited of the District's Quarterly Report April 8, 2008. Q.M. Borg also give the receipts & disbursements up to this spring meeting April 13, 2008 as reported. Motion by Pat Moran second by Elmer Uhlig to accept that report.

5. Report of Committees: 21 - reports presented by Committee Chairmen, o - Committee Chairman absent, plus 1 - Committee Chairman excused.

6. Donations: were taken for the State Hospital Fund - $70.90, Pac Fund had a collection of - $51.00, plus fines of $3.00 that are donated to the Hospital Fund.

7. Past 8th District Commander Plaque Award Program: Past District Commander Roger Van Eperen presented the plaques to our 8th District Past Commanders that were in attendance. For the Past District Commanders that were unable to attend, their plaques will be forward to them at the next inspection schedule by the District's Inspectors this Fall. This will save postage expense.

Motion by Q.M. Mike Borg, second by Elmer Uhlig, for the Q.M. to return checks to posts that sent money for their Past District Commanders that were members of the Posts. Passed. It was decided at the last Mid-Winter Meeting (January 26, 2008) that the District would foot the entire cost of the Past District Plaque Program of $229. 96. The approved amount of the program was $250.00 - it came under budget.

8. Remembered our National Home: at 14:30pm hrs - followed by prayer.

9. Unfinished Business: none was presented.

10. New Business: The first order of new business was our district elections.

Commander Lou Van Eperen: was re-elected.

Sr. Vice Cmdr Steve Conto: elected.

Jr. Vice cmdr Dave Behrends: was re-elected.

Q.M. Mike Borg: was re-elected.

Chaplain Donald Christian: was re-elected.

Judge Advocate Robert Collins: submitted a letter to run for the office of District Judge Advocate(absent for the election) and was re-elected. 

Surgeon Donald Johnson: was re-elected.

3 Year Trustee Rod Fifield: was elected.

The District Installation of officers were sworn in at 14:45pm hrs by Past National Commander-in-Chief Wally Hogan.

Dave Behrends the Unmet Needs Program State Chairman spoke about the DePere 432nd Reserve Unit. Their Dependent group needs financial help. Motion  by Don Johnson, an seconded to donate $100.00 to their program. Passed.

Q.M. Mike borg presented the new proposed district budget. Motion by Roger Van Eperen, second by S. Kidd to accept the 2008/2009 budget as read with changes. Passed

Motion by Roger Van Eperen, second by Don Johnson to keep our district dues assessment at $.50. Passed.

Motion by Roger Van Eperen, second by Don Christian  to give Lou Van Eperen for his second year as District Commander - either another 8th District Past Commander's Pin or the money to get what he wants from our National's VFW Catalog. Passed.

Next Year's District Meeting Dates Bids: This year's 2008/2009 C of A. will be held at VFW Post 7534 Duck Creek Aug 3, 2008 at noon. Fall Meeting to be handled by the Door County Posts - Sturgeon Bay # 3088,  Liberty Grove # 8337 and Fish Creek # 9290 no date set yet. No post submitted a bid for the Mid-Winter Meeting at this time. The Appleton VFW Post # 2778 submitted a bid for the Spring Meeting - no date or time set as of yet. All bids that were presented were accepted. Passed

State Commander Bill Hustad spoke on various subjects. Membership was addressed with help to renew our state members dues.

Alan Malewiski, Brown County Council Commander spoke on business of the council. Next meeting is scheduled for May 14, 2008 at Demmark VFW Post 6705.

Candidates for our State Jr. Vice Commander position to be elected at the VFW State Convention at Milwaukee - were allowed to address the membership. Bob Bolz, Tom Lemmer and Larry Kutschma.

11. Good of the Order: Our next Fall District meeting will be held by the Door County Posts.

12. Commander Lou Eperen: adjourned at 16:25 pm hrs, followed by prayer and retirement of the Colors by the District Color Guard.

8th District Mid-Winter Meeting Minutes, Jan 26, 2008

 Our 8th District Mid-Winter Meeting was held on January 26, 2008 at the Appleton VFW Post 2778. The meeting was called to order at 13:35pm by District Commander Lou Van Eperen followed by posting of colors, prayer, salute and pledge of  allegiance.

 Our color guard had the honor to escorted State Jr. Vice Commander Wilfred "Twiggy" Johnson (Department Rep. that was assigned to inspect the District) to the podium followed by the introduction of Past State Commander Bob Collins, plus the current District officers.

2. Roll call of Posts: 15 - Posts present, Cmdrs - 8, with a total of 30 in the Delegates.

3. Reading of the last Fall minutes: Minutes were accepted as read.

4. Quartermaster's report: Q.M. Borg read the last Quarterly report for the reporting period Oct 1, to Dec, 2007 - motion by Pat Moran second by Bill Stiefvater to accept the Q.M. report passed. Trustees had audited the Q.M. books on I/23/08

5. Report of Committees: 21- reports submitted by Committtee Chairmen, 2 - Committee Chairman excused, 0 - Committee Chairman absent.

6. Donations: were taken for the State Hospital Fund - $48.00, Pac Fund had a collection of - $39.50 as reported.

7. Remembered our National Home: at 15:05pm hrs - followed by prayer.

8. Unfinished Business: Q.M. Mike Borg spoke about the new district shirts are still available for purchase.

9. New Business: Commander Lou Van Eperen introducted VFW State's Map Chairman Dave Behrend with Dave explaining the Map Program, how it works and who it helps.

Q.M. Mike Borg reminded the District membership that the District's Budget Committee has to develope a 2008-2009 Budget to be presented at the Spring Meeting. 

Q.M. Mike Borg spoke about our new VFW Webcom 8th District Web Site. How to address their own Post's Webcom Website. The State Web Administrator Bill Knudson can be helpful and is the contact person to help their membership address the Post Website issue.

Commander Lou Van Eperen spoke on various subjects and recognized Past District Commander Roger Van Eperen who spoke on the Past Distict Commander's Plaque Project Program. Pat Moran made a motion and second by Don Johnson to allow Roger Van Eperen to spend up to $250.00 and complete the plaque project & present plaques at the Spring District Meeting, passed.

Brown County Council Commander Alan Malewiski spoke about current condition of the Council. Next meeting is scheduled for Feb 7, 2008 at the Bellevue Post 9677.

VFW State Jr. Vice Commander Wilfred "Twiggy" Johnson was introduced by Commander Lou Van Eperen who spoke on various subjects and concerns of our State Commander Bill Hustad, membership and the State Raffle Program.

10. Good of the order: Our next District meeting will be held at the Sport's Bar in DePere by VFW Post 2113 DePere on April 13, 2008.

11. Commander Lou Eperen: adjourned at 16:05pm hrs followed by prayer and retirement of the District colors.
