<title>Grassroots 2008 November Survey</title>
<description>Click here to vote.

Last Month&amp;#039;s Survey

Last month, [the VFW] asked &amp;quot;Do you think the Presidential candidates are talking enough about veterans&amp;#039; issues?&amp;quot;

Almost 300 people responded, with the majority&amp;mdash;almost 94 percent&amp;mdash;asserting that Sen. McCain and Sen. Obama are not spending enough time discussing their plans for veterans. They want to see more time spent discussing veteran health care and how they will care for those troops coming home.

While some recognize other issues, like the economy, have taken precedent, veterans&amp;rsquo; affairs and other issues at home will need to be addressed before November.

    &amp;quot;They are just talking about how and when to use the Armed Forces, not how to take care of them for doing their job.&amp;quot;
    &amp;quot;They talk about it, but they are not saying what they are going to do for us, e.g., like increase the pay or benefits for the vets.&amp;quot;
    &amp;quot;Seems the economy is the big thing now. Once that is settled, they need to address these issues.&amp;quot;
    &amp;quot;Veterans&amp;#039; issues are not bringing the troops home. But what are we going to do for the troops when we bring them home? The issues that we as veterans should be concerned with are that of benefits with teeth, like health care (long-term care for the wounded), job security, training, good record-keeping from the battlefield to the steps of home. Benefits for the widows and orphans of veterans. Our battle cry should be &amp;#039;America&amp;#039;s Veterans First.&amp;#039;

Failure without just cause to perform this duty shall result in removal from office.

4) RESOLUTIONS:&amp;nbsp; A resume of resolutions adopted at the 109th National Convention, Orlando, Florida, will be printed in the October VFW Magazine.

5.)&amp;nbsp; LIFE MEMBERSHIP:&amp;nbsp; The Board of Trustees of the Life Membership Fund are pleased to announce Life Member dues payments for all Life Member plans effective with the 2008 dues year for Posts will be issued on or about September 15, 2008, for all Life Members recorded by Aug. 31, 2008.

6.)&amp;nbsp; LIFE MEMBERSHIP FORMS:&amp;nbsp; Forms used for life membership are in the Post Quartermaster Direct Dues Manual.&amp;nbsp; These forms are the Life Membership Transmittal (Form LMT) and the National Life Membership Installment Payment Plan (Form LMI-101).&amp;nbsp; Use the Member Change Request (Form MCR) to report a life member transfer, request a replacement life member card, or to report the death of a life member.

10 ATTENTION DEPUTY INSPECTORS:&amp;nbsp; The job of the Deputy Inspector is very important. To perform it properly, you must know the VFW rules and regulations, be familiar with the VFW programs, understand the accounting and reporting procedures; and have the time and dedication to do the job right. PLAN YOUR INSPECTIONS, and notify the Post Commander, Adjutant, and Quartermaster in advance of your inspection. Prepare a schedule and give each Post ample warning as to when you will be present so that the specified Post books and records will be available.&amp;nbsp;
&amp;ldquo;Please make it your &amp;lsquo;Goal&amp;rsquo; to be 100% inspected by December 2008.&amp;rdquo;
&amp;nbsp;&amp;nbsp;&amp;nbsp;
11 VOICE OF DEMOCRACY THEME: The 2008-2009 theme for the Voice of Democracy program has been selected by Commander-in-Chief Glen Gardner. The theme is: &amp;quot;Sacrifice and Service by America&amp;rsquo;s Veterans benefits todays youth by....&amp;quot; Note: Remember, the deadline for receipt by Posts from contestants is November 1, 2008.

12.) PATRIOTS PEN THEME: The 2008-2009 theme for the Patriots Pen Program has been selected by Commander-in-Chief Glen Gardner.&amp;nbsp; The theme is:&amp;nbsp; &amp;ldquo;Why America&amp;rsquo;s Veterans should be honored.&amp;rdquo; Note:&amp;nbsp; Remember, the deadline for receipt by Posts from contestants is November 1, 2008.

13.)&amp;nbsp; WHY DID VFW FORM A PAC:&amp;nbsp; The VFW Political Action Committee (PAC) was established to help keep friends of the veterans in the US Congress and to promote the VFW&amp;rsquo;s point of view with Congressional members who do not fully appreciate the sacrifices made by our veterans and their families. Your VFW is in constant competition with sophisticated lobbying groups dedicated to their own interests. We stand alone in opposition to those groups actively seeking to curtail veteran&amp;rsquo;s benefits and national security programs. Resultantly, the delegates to the 80th VFW National Convention formed PAC.&amp;nbsp; This decisive action has now given our VFW members a more effective means to combat the anti-veteran and anti-defense mentality to which we have been exposed.

14.)&amp;nbsp;&amp;nbsp; POST SERVICE OFFICERS:&amp;nbsp; Please remember that the VFW will represent ANY VETERAN OR DEPENDENT, regardless of membership or eligibility to this organization.

&amp;quot;The Department Veterans Service Committee will award recognition to an outstanding Post Service Officer at our 2009 State Convention.&amp;nbsp; To be considered for this award, Post Service Officers must keep a record of their actions in the line of service to our veterans or their dependent(s). Actions such as providing transportation for hospital appointments, hospital visits, assistance rendered in filling out paper work for VA benefits, or like item services rendered.&amp;nbsp; This Post Service Officer report shall be signed by the Post Commander and submitted to the Department Veterans Service Committee NLT April 15, 2009. Questions on this award should be directed to the Department Veterans Service Committee Chairman, Billy Joe Floyd.&amp;rdquo; or Department Service Officer, John Barrett.

Note:&amp;nbsp; Post Service Officers are reminded that Power of Attorney forms made out in the name of the VFW MUST BE SUBMITTED TO THE DEPARTMENT SERVICE OFFICER.&amp;nbsp; Post&amp;nbsp; Service Officers shall not send such forms directly to the Veterans Administration.

15.) PROGRAM REPORTING:&amp;nbsp; All Program reports need to be reported directly to their respective &amp;nbsp;&amp;nbsp;&amp;nbsp; chairmen, not the State Adjutant.&amp;nbsp; Once reported, the Chairman will send you a confirmation card and the Chairman should give the Adjutant a list of Posts that have been reported so they can be recognized in the General Orders and be tracked for award purposes.

16.) POW / MIA DAY:&amp;nbsp;&amp;nbsp; POW/MIA day September 13, 2008. Recognition day will be on Saturday, September 13, 2008 at the State Capital, Concord, NH 11-12:30 PM.&amp;nbsp; We are looking forward to an exceptional turnout.&amp;nbsp; This day is in honor of all former POW/MIA and to commemorate those that are still missing.

<title>VFW Washington Weekly - August 5, 2008</title>
<description>In This Issue:
1. VA Funding Passes House
2. New Housing Bill has Vet Provisions
3. House Passes Vet Bills
4. Congress on August Recess

1. VA funding Passes House: By a 409-4 vote, the House passed the 2009 VA and Military Construction funding bill. The bill builds on last year&amp;#039;s historic funding increase, providing $8.8 billion more than last year&amp;#039;s funding level. For VA, it&amp;#039;s a $4.6 billion increase in funding to a total of $47.7 billion. It includes funding to treat the 40,000 new Iraq and Afghanistan veterans that VA expects to treat this year.
It also includes funding for:
* Priority 8 veterans - would allow a small number of new Priority 8 veterans back into the health care system
* Mental health care - nearly $1 billion more than last year&amp;#039;s funding level for PTSD, suicide prevention and other mental illnesses
* Mileage Reimbursement - would increase the rate by $.13 per mile and freeze the deductible
* Rural care - increases funding for rural care options, especially targeted at returning Guard and Reserve members who live far away from VA facilities
* Research and prosthetics - over $170 million more than last year&amp;#039;s amount
* Claims processors - allows the hiring of 2,100 additional processors to help reduce the disability claims backlog
* Construction - begins funding six additional VA facilities and allows smaller projects to be conducted at 145 additional locations
The Military Construction portion of the bill includes $336 million in new funding for quality of life programs for troops and their families, much of which is targeted towards barracks and medical facilities. It also sends $3.2 billion specifically towards military housing.
The bill awaits Senate action. With the Senate on recess until September, we will not see any movement for a while. Once the Senate passes its version of the funding bill, the differences would need to be resolved before being sent to the President.
