 GENERAL ORDERS # 5 NOVEMBER 2009

General Orders are to be read at each Post Meeting and placed on file

 

1)      COUNCIL OF ADMINISTRATION MEETING:  The next Council of Administration Meeting will be held on Saturday, January 16, 2010 at the Marriott Court Yard, Nashua, N.H. beginning immediately following the Mid-Winter.  All members are welcome to attend. 

2)      Finance and Veterans Service Committee meetings at 9:00 AM.

 

2)  MID-WINTER CONFERENCE:  The Mid-Winter Conference will be on Saturday January 16, 2010 at the  Marriott Court Yard, Nashua, N.H. beginning at 9:00 am starting with registration at 8:30 am. 

 

3) EMT, LAW ENFORCEMENT AND FIREFIGHTER AWARDS: The time is quickly approaching for these award applications to be submitted to the Department office.  It is easier than you think to get an applicant.  Instead of searching on your own for a suitable applicant copy the application out of your Program Book and drop it off at your local Police Department, Fire Department or Ambulance Service. Ask them to submit an individual that meets the qualifications described on the application.  REMEMBER, applications must be in to the Department Chairman, James Clemons by December 15, 2009 for judging and presentation at the Loyalty Day program in Concord May, 2010.

 

4)   HOSPITAL CHRISTMAS PARTIES:  The up coming Christmas Parties are as follows: VAVS White River Junction, Vermont – December, 6, 2009,  New Hampshire Veterans Home, December 13, 2009 and VAVS Manchester, December 20, 2009. Arrival time for each Christmas Party is 12:30 PM.

 

5)    VETERANS IN THE CLASSROOM: VFW and Ladies Auxiliary VFW members are encouraged to volunteer in their schools to talk about their military and home front experiences to students.

 

6.) QUARTERMASTER'S BONDS:  Post Commanders shall see that the office of the Post Quartermaster is bonded in accordance with Section 703, National Constitution and By-Laws and Manual of Procedure. He or she shall also see that the Trustees Report of Audits are properly prepared and submitted each quarter as required by the National Constitution and By-Laws.

 

7.)   REQUEST FOR STATE OFFICERS:  Invitations to State Officers must be forwarded through channels to State Adjutant Dana Hussey.  For the record, verbal invitations extended to State Officers must also be backed up by a written request.  Unless formally requested through channels, invitations will not be considered.  As a matter of courtesy, please give the State Headquarters a minimum of two weeks to make the requested assignments.

 

8.) ATTENTION DEPUTY INSPECTORS:  The job of the Deputy Inspector is very important. To perform it properly, you must know the VFW rules and regulations, be familiar with the VFW programs, understand the accounting and reporting procedures; and have the time and dedication to do the job right. PLAN YOUR INSPECTIONS, and notify the Post Commander, Adjutant, and Quartermaster in advance of your inspection. Prepare a schedule and give each Post ample warning as to when you will be present so that the specified Post books and records will be available. 

“Please make it your ‘Goal’ to be 100% inspected by December 2009.”

           

9.)   VOICE OF DEMOCRACY THEME: The 2009-2010 theme for the Voice of Democracy program has been selected by Commander-in-Chief Tommy Tradewell. The theme is: "Does America still have Heroes?...." Note: Remember, the deadline for receipt by Posts from contestants is November 1, 2009.


10.)  PATRIOTS PEN THEME: The 2009-2010 theme for the Patriots Pen Program has been selected by  Commander-in-Chief Tommy Tradewell.  The theme is:  When Is The Right Time To Honor Our Military Heroes? Note:  Remember, the deadline for receipt by Posts from contestants is November 1, 2009.

 

11.)  VETERANS DAY: Posts are urged to start planning suitable programs now for the observance of Veterans Day, November 11, 2009 (See Section 223, Manual of Procedure). Order your Buddy Poppies for Veterans Day now, $110.00 per thousand. It is the DAV’s turn this year to do the program at the Veterans Cemetery on Veterans Day and Memorial Day.

 

12.) EASTERN CONFERENCE:  The Eastern States Conference will be November 13-15, 2009 at the Clarion Resort Fontainebleau Hotel in Ocean City, Maryland. Room rate is $90.00 plus 10.5% tax for a single or double. To make a reservation call 443-856-4557 or toll free at 800-638-2100 and say you are with the VFW. Banquets are $45.00 per person, send your check to State Quartermaster Bill Champagne, PO Box 1440, Concord, NH 03302. Menu choice is Ham or Chicken, each comes with a 3oz. Maryland crab cake.  14.) TEACHER OF THE YEAR:  Judging should start by November 2nd and winners should be forwarded to the District Chairperson by November 15th, 2009. District winners must be forwarded to Department Chairman, Bruce Carbone by December 15th, 2009. Department winners will be forwarded to National Headquarters by January 15th, 2010. Nominees will be from the following grade levels:  K- 5,

 1) COUNCIL OF ADMINISTRATION MEETING:  The next Council of Administration Meeting will be held on Saturday, October 17, 2009 at the Marriott Court Yard, Nashua, N.H. beginning at 10:00 AM.  All members are welcome to attend.  Finance and Veterans Service Committee meetings at 9:00 AM.

 

2) STATE COMMANDER / PRESIDENT’S TESTIMONIAL:  We will be honoring our State Commander and President on October 17, 2009 with a gala event at the Marriott Court Yard in Nashua, NH.  If you would like to show your appreciation for our Commander and Presidents leadership, you may send your donations for Sue Clement to Donna Fischer, 4 Warton Road, Nashua, NH 03062 and for Ron Miller send to Dave Ouellette, 17 Pinewood Drive, Pelham, NH 03076.

4) MAKE A DIFFERENCE DAY: Sunday October 19, 2009 is “Make a Difference Day”, Posts and Ladies Auxiliaries should promote a family volunteer type activity, an activity that addresses the needs of their communities.

 

5.)  LIFE MEMBERSHIP:  The Board of Trustees of the Life Membership Fund are pleased to announce Life Member dues payments for all Life Member plans effective with the 2009 dues year for Posts were issued on or about September 15, 2009, for all Life Members recorded by Aug. 31, 2009.

 

6.)  LIFE MEMBERSHIP FORMS:  Forms used for life membership are in the Post Quartermaster Direct Dues Manual.  These forms are the Life Membership Transmittal (Form LMT) and the National Life Membership Installment Payment Plan (Form LMI-101).  Use the Member Change Request (Form MCR) to report a life member transfer, request a replacement life member card, or to report the death of a life member.

 

7.) QUARTERMASTER'S BONDS:  Post Commanders shall see that the office of the Post Quartermaster is bonded in accordance with Section 703, National Constitution and By-Laws and Manual of Procedure. 14.) ALCOHOLIC BEVERAGES:  The presence, dispensation and/or consumption of alcoholic  beverages in the meeting rooms during Post, District and Department meetings is completely unacceptable and any such practice known to exist shall be terminated.

POST RESERVE: Attention is directed to Section 218, Manuel of Procedure, which mandates Post Quartermasters to maintain a dues reserve fund to which shall be credited not less than one-half of the Post’s part of the current year’s (2009) dues paid by each member prior to July 1, 2008, except dues remitted by the Post. No Post Quartermaster shall disburse nor shall an obligation be incurred against this fund until after July 1, 2009, at which time it shall be transferred to the Post’s general fund and be available for expenditure.

VETERANS HOME REQUEST:    Comrades;   The New Hampshire Veterans Home is looking for donations of individually wrapped candies.  (ie.  three musketeers, snickers, milky way.  etc.)  This candy would be for the residents to give to the children who trick or treat at the home every year.  According to the volunteer staff, there are usually about a hundred kids or more.  If you want to help in this project, bring the bags of candy to the CofA on the 17th of October or give them to a council member or person who you know is going to attend.  I will then take them to the volunteer meeting on the 26th of October and give them to the home.  I know this is short notice, but it is a worthy cause to help out our fellow veterans at the home.  Any questions please feel free to call me at 335-1658 or 534-3073.  Thank you, John J Calo, PDC

GENERAL ORDERS # 3                            SEPTEMBER 2009
General Orders are to be read at each Post Meeting and placed on file

 1) COUNCIL OF ADMINISTRATION MEETING:  The next Council of Administration Meeting will be held on Saturday, October 17, 2009 at the Marriott Court Yard, Nashua, N.H. beginning at 10:00 AM.  All members are welcome to attend.  Finance and Veterans Service Committee meetings at 9:00 AM.

2) PATRIOT DAY:  Per Presidential Proclamation, September 11, 2009, is designated as “Patriot Day.” The President requests that the flag of the United States be flown at half-staff (sunrise to sunset) and a moment of silence be observed in honor of the individuals who lost their lives on that day due to terrorist attacks on the US.

3) ATTENDANCE AT DISTRICT MEETINGS:  Post Commanders are reminded to look at Sec. 218 of the Constitution and By-Laws and Manual of Procedure, District Meetings:  The Post Commander or his representative shall attend all regularly called District meetings. Failure without just cause to perform this duty shall result in removal from office.

4) RESOLUTIONS:  A resume of resolutions adopted at the 110th National Convention, Phoenix, Arizona, will be printed in the October VFW Magazine.

15.) POW / MIA DAY:   The POW/MIA Remembrance Vigil will held on Sept. 19th (Sat.), at the State Veterans Cemetery. At this ceremony, sponsored by the Department of New Hampshire VFW, and it's Ladies Auxiliary, we will be remembering former POW's interred at the Veterans Cemetery, as well as ALL POW's/MIA's. This Vigil should last approx. 1(one) hour, and will start at 11:00AM. Following the ceremony, ALL are invited to the Franklin VFW,(8 miles from Cemetery) for a luncheon.
Our Guest speaker will be Robert "Bob" Brudno. He is the brother of former POW (VN) (deceased) Alan Brudno (USAF). Both Bob and his wife are instrumental in the POW families organization. His wife was one of the designers of the POW flag

16.) HOMECOMING "TOMMY TRADEWELL”: The Department of Wisconsin, welcomes     you and sincerely hopes you will join "The Homecoming Celebration" they have planned for National Commander-In-Chief Tommy Tradewell, on September 10-13,2009 in Milwaukee, Wisconsin. With the completion of a successful year and an enjoyable Convention in Shelburne, a new year is underway. For the benefit of newly elected and appointed officers, the General Orders are designed to keep you and your membership informed of activities at National and State levels and to provide answers to questions you may be asked during your year.  They are prepared and mailed to reach you the first week of each month. Best wishes for a most successful year.

6.) QUARTERMASTER'S BONDS:  Post Commanders shall see that the office of the Post Quartermaster is bonded in accordance with Section 703, National Constitution and By-Laws and Manual of Procedure. He or she shall also see that the Trustees Report of Audits are properly prepared and submitted each quarter as required by the National Constitution and By-Laws.


7.)  POST OFFICERS:  Attention of incoming Post Officers is directed to Section 218, Manual of Procedure, which outlines the duties of their various offices.



8.)  QUARTERMASTER BONDS ARE NOW DUE:  Checks must be made payable to the Department of New Hampshire VFW, send check to Department Quartermaster, PO Box 1440, Concord, NH 03302  no later than August 31, 2009. The Commander of each unit shall be responsible for the proper and adequate bonding of all accountable officers in his/her unit.

"All Inspection Report Discrepancies this year were for Quartermasters that had Bonds of insufficient amount".  We need to correct this problem.

 Note: Liquid Assets are defined as cash on hand/in the bank and other negotiable instruments readily convertible into cash.  The Quartermaster should be bonded in the amount of the liquid assets to which he individually has access.


9.)  NATIONAL CONVENTION CREDENTIALS:  Post Commanders and Adjutants will see that credentials for duly elected delegates to the National Convention are properly filled out and turned over to the proper representatives of the Post prior to their departure to the National Convention. Posts that have not sent in a Post Election Report form listing officers for 2009-2010 will not receive credentials for the National Convention.
         

10.) 2010 POST QUARTERMASTER KITS WITH MEMBERSHIP CARD AND SUPPLIES:   Quartermasters Kits have been or are in the process of being mailed to Post Quartermasters that have sent in a Report of Election form. The first mailing of these kits was made during the last part of July.


11.) 2010 DUES RENEWAL NOTICES:  The first dues renewal notice mailing is underway and is being sent to 2009 members of record, except members whose dues were received after April 1.  They will get the first notice in January.



12.)  POST DEVELOPMENTS:   July marks the beginning of the 2009-2010 Post Membership year.  Posts are urged to submit "Shotgun Mailing" requests to Department Headquarters as soon as possible. Remember, the Shotgun Mailer has proven to be the easiest and most successful method of recruiting new members.  Note: Cost is $260.00 per thousand during the sale dates of July 1, 2009 through December 31, 2009 unless otherwise authorized.
 

13.)   BY-LAWS AND ROSTER:  The new Program and Roster Books for 2009-2010 has been mailed  to All Department Officers, Post Commanders, Adjutants and Quartermasters...Please check the Roster for any corrections that may be needed.  Send any corrections to the Department Adjutant’s Office as  soon as possible.

 State Commander Roland Miller has chosen a Fire Pitt at the New Hampshire Veterans Home as his Special Project this year. There is a renovation project under way at the Veterans Home to benefit the residents and part of that renovation is the Fire Pitt. 17.)   VOICE OF DEMOCRACY THEME: The 2009-2010 theme for the Voice of Democracy program has been selected by Sr. Vice Commander-in-Chief Tommy Tradewell. The theme is: "Does America still have Heroes?...." Note: Remember, the deadline for receipt by Posts from contestants is November 1, 2009.

 

18.)  PATRIOTS PEN THEME: The 2009-2010 theme for the Patriots Pen Program has been selected by Sr. Vice Commander-in-Chief Glen Gardner.  The theme is:  “When Is The Right Time To Honor Our Military Heroes?” Note:  Remember, the deadline for receipt by Posts from contestants is November 1, 2009.

 

19.) POW / MIA DAY:   POW/MIA day September 19, 2009. Recognition day will be on Saturday, September 19, 2009 at the Veterans Cemetery, Boscowan, NH.  We are looking forward to an exceptional turn out.  There will be a vigil for POW/MIA followed by a luncheon hosted by the Franklin VFW. This day is in honor of all former POW/MIA and to commemorate those that are still missing.

With the completion of a successful year and an enjoyable Convention in Shelburne, a new year is underway. For the benefit of newly elected and appointed officers, the General Orders are designed to keep you and your membership informed of activities at National and State levels and to provide answers to questions you may be asked during your year.  They are prepared and mailed to reach you the first week of each month. Best wishes for a most successful year.

 

1) COUNCIL OF ADMINISTRATION MEETING:  The next Council of Administration Meeting will be held on Sunday, October 17, 2009 at the Marriott Court Yard, Nashua, N.H. beginning at 10:00 AM.  All members are welcome to attend.  Finance and Veterans Service Committee meetings at 9:00 AM.

 

2) DISTRICT MEETING DATES:   District Commander's are reminded to submit meeting dates to the Department Adjutant’s Office A.S.A.P. to ensure Department representation at your meeting.

 

3) ATTENDANCE AT DISTRICT MEETINGS:  Post Commanders are reminded to look at Sec. 218 of the Constitution and By-Laws and Manual of Procedure, District Meetings:  The Post Commander or his representative shall attend all regularly called District meetings. Failure without just cause to perform this duty shall result in removal from office.

Post and District Commanders will get briefings on the National Membership Program,
Recruiting, Program Reporting, our Washington and Kansas City Headquarters. Registration
starts at 8:30AM and classes start at 9:00AM. The emphasis should be on having every
Department, District and Post Officer attend this most important OTI. What you learn will be for
the benefit of your Post and the Veterans of Foreign Wars.
There will also be specialized training for Post Service Officers by John Barrett and information sharing with the Men's Auxiliary should they care to attend.
