Retroactive Stop Loss Pay Deadline Approaching

Those eligible must submit a claim by Oct. 21, 2010.The 2009 War Supplemental Appropriations Act established Retroactive Stop Loss Special Pay (RSLSP), providing $500 for each month/partial month served in stop loss status. Service members, veterans, and beneficiaries of servicemembers whose service was involuntarily extended under Stop Loss between Sept. 11, 2001 and Sept. 30, 2009 are eligible for RSLSP.
To receive this benefit, those who served under stop loss must submit a claim for the special pay. Throughout the year, the services have been reaching out to servicemembers, veterans and their families through direct mail, veteran service organizations, and the media. But there is still money left to be claimed, and the deadline is approaching. The average benefit is $3,700.

VFW Applauds New PTSD Claims Decision

WASHINGTON, D.C., July 12, 2010 - The national commander of America's largest combat veterans organization is applauding the Department of Veterans Affairs for eliminating a requirement for veterans to explicitly prove that a traumatic event directly caused their post-traumatic stress."From this point forward," wrote VA Secretary Eric K. Shinseki in a statement released today, "VA will not require corroboration of a PTSD stressor related to fear of hostile military or terrorist activity, if a VA doctor confirms a diagnosis of PTSD and the stressful experience recalled by the veteran adequately supports that diagnosis."
Thomas J. Tradewell Sr., the national commander of the 2.1 million-member Veterans of Foreign Wars of the U.S. and its Auxiliaries, called the VA secretary's decision to ease PTSD claims requirements a sea-change in the mindset of the VA. It follows numerous other decisions that increased the list of presumptions for diseases associated with Agent Orange exposure; increased services and programs for women veterans, veterans who reside in rural areas as well as the homeless; and reduced the size of the claims form from 23 to 10 pages. Tradewell said even the VA's outreach to patients possibly exposed to improperly sterilized equipment at a small number of its hospitals reflects the department's proactive, veterans' first attitude.

National Convention Registration is Mandatory

Section 222 of the National By-Laws/Manual of Procedures states "Each Post shall register, in advance, at least one delegate to the National Convention by the payment of a fee in the amount is ten dollars ($10.00)---"
Posts that have not registered or have misplaced their registration form may register using the replacement National Registration Registration form.

VA Simplifies Online Application

WASHINGTON (May 5, 2010) - Veterans will find it easier and faster to apply for their health care benefits now that the Department of Veterans Affairs has updated its online Form 10-10EZ, "Application for Health Benefits.""VA is committed to tapping into the best that technology has to offer to ensure Veterans receive the benefits they have earned," said Secretary of Veterans Affairs Eric K. Shinseki. "We continue to look for new ways to improve access to care and benefits."
This revised online application provides enhanced navigation features that make it easier and faster for Veterans to apply for their health care benefits. This new version also allows Veterans to save a copy of the completed form for their personal records.
The most significant enhancement allows Veterans to save their application to their local desktop and return to the application at any time without having to start over. Previously, Veterans had to complete the form in a single session.
This updated online form, along with the revised VA Form 10-10EZ, reduces the collection of information from Veterans by eliminating some questions.
In addition, there are minor changes to simplify the wording of questions and provide clarity in the instructions. Further enhancements to the online application are expected to be delivered in increments throughout 2010.
Veterans may complete or download the 10-10EZ form at the VA health eligibility website at https://www.1010ez.med.va.gov/
New Scholarship for the Children of Fallen Service Members

The scholarship, which is administered by the Department of Veterans Affairs, are named after Marine Gunnery Sergeant John David Fry, 28, a Texas native who died in Iraq in 2006 while disarming an explosive. He was survived by three young children.
“The Fry scholarship represents this nation’s solemn commitment to care for children whose mothers and fathers paid the ultimate price for our country,” said Secretary of Veterans Affairs Eric K. Shinseki.

VA Recognizes "Presumptive" Illnesses in Iraq, Afghanistan

WASHINGTON – Secretary of Veterans Affairs Eric K. Shinseki today [Thursday] announced the Department of Veterans Affairs (VA) is taking steps to make it easier for Veterans to obtain disability compensation for certain diseases associated with service in the Persian Gulf War or Afghanistan. This will be the beginning of historic change for how VA considers Gulf War Veterans' illnesses.Following recommendations made by VA's Gulf War Veterans Illnesses Task Force, VA is publishing a proposed regulation in the Federal Register that will establish new presumptions of service connection for nine specific infectious diseases associated with military service in Southwest Asia during the Persian Gulf War, or in Afghanistan on or after September 19, 2001.
"We recognize the frustrations that many Gulf War and Afghanistan Veterans and their families experience on a daily basis as they look for answers to health questions, and seek benefits from VA," said Secretary Shinseki.
The proposed rule includes information about the long-term health effects potentially associated with the nine diseases: Brucellosis, Campylobacter jejuni, Coxiella burnetii (Q fever), malaria, Mycobacterium tuberculosis, Nontyphoid Salmonella, Shigella, Visceral leishmaniasis and West Nile virus.

MEMBER DUES PROCESSING: Quartermaster Kit 2010-2011
Attention Quartermaster: The separate mailing of a QM Kit in 2010-2011 is now a needless expense!
The VFW Leadership Reference Guide for 2010-2011 will be on-line.
Historically, the Quartermaster Kit has been a very costly yet necessary expenditure to facilitate the processing of a member’s dues. The post roster and printed kit cards alone made up 75% of the material contained in previous year kits and the cost to produce and mail these kits was well over $150,000.00.
Last year, we began the process of providing: 1) more timely data, 2) immediate document accessibility to the new or returning Quartermaster, and 3) major cost reduction.
The process began with the “piggyback mailing” of a comprehensive prior year (July 1 thru June 31, 2009) roster with the July Maintenance Journal. This corrected the inherent deficiency in previous year end rosters. As you may know, in previous years the roster was produced in late April, and therefore did not contain members processed by the Post in May and June.
“Piggyback” mailing, discontinuance of the kit cards and the increased utilization of available
technology by our post has allowed us to meet our goal.
Membership applications and Benefit Brochures, as always, are available upon request.
Just a reminder to all Post Commanders and Post Quartermasters that you will not be receiving copies of the VFW Leadership Reference Guide CDs this year as part of the Quartermaster Kits. Beginning this year, the VFW Leadership Reference Guide will be available on-line in E-membership. More details to follow in the coming months.
