Why does it seem politicians and DOD do not want the troops to vote?

The last 3 elections have appeared to be exercises in disenfranchisement (big word huh?) for military stationed overseas. You would think that the publicity in the Gore vs Bush race would have been enough for all sides to take a position that the troops get to vote. Has this happened? No!
Bob Novak of recent hit run fame has written an article about the blase disregard for military voting exhibited by politicians, DOD, and even some of the military themselves. This is disheartening and we should press our elected officials to get off their a$$es and fix the problem. But of course they won't.
