1. GI Bill Call to Action: The VFW still needs you to urge your senators to support S. 22, and your representatives to support H.R. 5740, so that the VFW goal of creating a new GI Bill for the 21st century becomes a reality. As of this morning, 57 senators are supporting S. 22, a number that is unchanged from last week. Introduced by Jim Webb (D-VA), S. 22 has strong bipartisan support from fellow senators such as Chuck Hagel (R-NE) and John Warner (R-VA). Its companion bill in the House, H.R. 5740, increased by 27 to 293 co-sponsors, or 67% of the House. Introduced by Harry Mitchell (D-AZ), it, also has strong bipartisan support from fellow congressmen such as Bill Young (R-FL) and Chris Smith (R-NJ). District Meeting-27 January 2008 (Click on pictures to enlarge)

District 8 held their Winter meeting at Post 670 in Fayetteville, NC. The host posts for this event was Post 10 from Raeford and Post 10630 from Hope Mills. Over 120 district VFW members and families of awardees of the VOD, Patriots Pen, Teachers of the Year, and Gold Medal awardees of Policeman, Fireman, and EMT of the year also.
The State of North Carolina VFW representatives at the meeting was State Commander John Shelander and the Ladies Auxiliary State President Dillie Staton. Commander Shelander presented membership awards to the post commanders and quartermasters of Post 10, Post 6018, and Post 10630 for achieving 100 percent membership.

DISTRICT 8
DEPARTMENT OF NORTH CAROLINA
VETERANS OF FOREIGN WARS OF THE UNITED STATES
ARTICLE I
NAME AND LOCATION
SECTION 1:
By virtue of charter granted, this District shall be known as DISTRICT 8 DEPARTMENT OF NORTH CAROLINA, VETERANS OF FOREIGN WARS OF THE UNITED STATES;
SECTION 2:
The territorial jurisdiction of this district will be determined by the Department Convention.
ARTICLE II
The supreme power of this association is vested in the National Convention and this District shall be at all times governed by the Congressional Charter and By-Laws of the VETERANS OF FOREIGN WARS of THE UNITED STATES and the By-laws of the DEPARTMENT Of NORTH CAROLINA. Should any District ARTICLE OF PROCEDURE conflict with either, National or Department By-Law, the latter shall prevail.
ARTICLE III
DISTRICT REGISTRATION FEES
SECTION 1:
The Registration Fees imposed at District 8 Conventions (meetings) shall be used to defray cost of host post convention expenses.
SECTION 2:
All members of District 8 attending the District Convention/Meetings are required to pay the registration fee.
SECTION 3:
The authority to establish the specific Registration Fee is vested in the District Convention.
ARTICLE IV
DISTRICT ADJUTANT
SECTION 1:
It shall be the duty of the District Adjutant to forward each post within the District a roster of all elected and appointed officers of the District no later than 15 July of the current year.
SECTION 2:
The Adjutant will maintain an accurate and permanent set of minutes of all business session of meetings/conventions, to include the joint business session.
ARTICLE V
BUDGET
SECTION 1:
The District Commander shall appoint no later than January 15 of current year, a BUDGET COMMITTEE composed of a minimum of 5 (five) elected District Officers, 1 (one) Past District Commander and all Post Commanders to submit to the District Convention a proposed budget for ensuing year.
SECTION 2:
The District Quartermaster shall provide the Budget Committee the various expenses incurred during the previous administration.
SECTION 3:
Appointment of committee Chairperson is vested in the committee.
ARTICLE VI
FUND RAISER
Fund raising events will be allocated among the Post on a District to post pro-rata basis.
ARTICLE VII
DISTRICT BANNERS
The District Color Guard will be responsible for assuring the District Banners availability at all District Meetings.
ARTICLE VIII
DISTRICT CHARTER/GAVEL
The District charter and gavel will be passed to the District Commander's successor upon the latter being installed.
ARTICLE IX
DISTRICT CONVENTION REPRESENTATION
Each Post is required per Section 407-218 of National By-Laws to have a representative at all District Meetings/Conventions.
ARTICLE X
DISTRICT DUES
SECTION 1:
District Dues are due and payable 15 August of each year and are based on number of members in good standing of each Post as of 30 June of the current year.
SECTION 2:
Proposed District dues will be voted on at the District Annual Convention.
ARTICLE XI
AMENDMENTS
SECTION 1:
These By-Laws shall become effective after adoption by District 8 membership and when, if approved, by the Commander-In-Chief of the Veterans of Foreign Wars of the United States.
SECTION 2:
These By-Laws may be amended by District 8 Convention by two-thirds vote of members present at stated convention, provided the proposed amendments are not in conflict with Department and National By- Laws, and provided amendments are approved at national.
SECTION 3:
Wherever these By-Laws or subsequent amendments may be found to be in conflict with the present or any future National By-Laws and By- Laws of the Department, the latter shall prevail and be binding upon this District as though written herein.
