1. FY2009 VA Funding Bill: The Senate Appropriations Committee unanimously cleared its version of the 2009 VA Funding Bill. The bill provides $72.7 billion in discretionary funding for military construction and Veterans Affairs. This is about $5 billion more than the current fiscal year, and is in line with the House Appropriations Committee's recommendations. It includes:
$47.7 billion in total VA discretionary funding.
$41.1 billion for VA health care.
$1.2 billion for VA construction projects, nearly double the president's request, and $1.1 billion for hospital maintenance and repairs.
$84 million more than the president's request for medical and prosthetic research.
$350 million to help certain higher income Category 8 veterans to begin enrolling in VA.
$250 million targeted to the care of rural veterans.
The bill now moves to the floor of the Senate for a vote.

Upcoming Activities

On Saturday, August 2, 2008 at 2 PM, District 8 will hold it's 2008-2009 training session at VFW Post 670 in Fayetteville. All Post Commanders and Quartermasters should attend. Other personnel may attend if they wish. This includes other post line officers. The session should last about two hours. There will be some light refreshments.
After the Training Session, the Budget Committee will meet to form a budget for the 2008-2009 year for approval at the August 10th District Meeting.
On Sunday, August 10, 2008 at 2 PM, District 8 will hold it's District Meeting at VFW Post 6018 in Fayetteville. Dinner will be served at 1 PM. All District Officers and representatives from each post are required to attend in accordance with the District By-Laws.

“All State Team” Status Awarded to District

District 8 Commander Richard Zavesky and Quartermaster Richard Easingwood receive “All State Team” hats from Past Commander-in-Chief (1996-1997) James E. Nier and State Commander John Shelander. The “All State Team” awards are given to Districts and Posts who achieve or surpass membership and community activity requirements set by the State Commander.

District Auxiliary President Receives Award

New I.R.S. Organizational Income Filing Requirement

The U S Internal Revenue Service
(IRS) now requires, under the Pension Protection Act of 2006, that
all tax-exempt organizations file income statements each year .
Here is how we will do it in the VFW Department of North Carolina.
1- If your post earns over $25,000 in gross income during your fiscal year, you must file an IRS Form 990 (which you should already have been doing, anyway!). Keep the same fiscal year you have been using in the past, be it the calendar year, the VFW accounting year (1 July-30 June) or the Department's fiscal year (1 June-31 May).
2 - If your post earns $25,000 or less each year, and you have access to the Internet, go to www.epostcard.form990.org/default.asp where you will find instructions on how to login and file your own post Form 990N Electronic Postcard. You may use whatever fiscal year you want, but for simplicity purposes, we suggest 1 July-31 June, because 1 July is the date that you transfer your Post Dues Reserve each year to the Post General Fund, and that will remind you to file. The IRS Internet site will not let you file the Form 990N until after the end of your fiscal year.
3 - If your post earns $25,000 or less each year and you do not have access to the Internet, we will file your Form 990N Electronic Postcard for you. There is no paper form that you can file with the IRS. If you do not file a Form 990 or 990N each year, your post will lose its tax-exempt status!!

District 8 Hold Elections

District 8 held their convention at Post 2843 in Pembroke, NC on Sunday, May 18, 2008. Post Sr. Vice Commander Larry Jacobs welcome everyone to his post home and offered a delicious dinner of fried chicken, good southern BBQ, snaps, corn, potato salad, cole slaw, rolls, and assorted desserts.
Department Representatives, Surgeon Saundra Clagett, and Aux Chaplain Janice Butterworth were introduced by District Commander Richard Zavesky and President Ida Workman.
Special guest, Eagle Scout Ian W. Berdeau was awarded the Scout of the Year award from the District by the state representatives.
After the Joint Meeting session, each group held their seperate meetings and elections of officers for the 2008-2009 membership year.
Officers that were alected and/or appointed for the 2008-2009 membership year are:

Information pertaining to the District as a whole will be added as it comes in-so keep a watch on this site.
Items of interest at the post level should be posted on the individual post's website. Items of interest to the whole state will be posted on the Department website so be sure to watch the District and State blogs on a regular basis.
