VFW Salutes Passage of 2009 VA Budget

WASHINGTON, Oct. 1, 2008--The Veterans of Foreign Wars of the U.S. is saluting the 110th Congress for providing $50.2 billion in discretionary funding for the Department of Veterans Affairs fiscal year 2009 budget.

As part of the $634 billion Continuing Resolution signed by President Bush yesterday, VA discretionary funding is increased $4.5 billion over last year, which meets Independent Budget recommendations for healthcare funding. The Independent Budget is a detailed analysis of VA operations that the VFW has co-authored for the past 22 years with AMVETS, Disabled American Veterans and the Paralyzed Veterans of America.

VA budget highlights include $3.8 billion for mental healthcare, $584 million for substance abuse programs, $510 million for medical and prosthetic research, $250 million to improve access for veterans in rural areas, and additional funding for homeless grants, the hiring of 2,000 additional claims adjudicators, and to raise the mileage reimbursement rate from 28.5 to 41.5 cents per mile.

“We are very grateful to the president and to congressional leadership for keeping to their pledge to take care of our veterans,” said VFW National Commander Glen Gardner, a Vietnam veteran from Round Rock, Texas. “And we hope the delivery of an on-time budget is the start of a trend that will continue into the next administration and Congress.”

Unpaid Membership List

We now have the 2008/2009 unpaid membership lists.  These lists contain the names and contact information of former members-at-large, Military Initiative Program members, relocated members, and prior unpaid members.  The lists can be used by your post for recruiting purposes.  All of these people were members of this organization at one time.  With an invitation to your post, they may choose to become members again.

     The lists can be emailed to you by contacting Department Membership Chairman Jason Schoolcraft at jschoolcraft@embarqmail.com . Compact discs with the lists are also available upon request.  They are in Microsoft Excel, allowing you to filter the lists by city or zip code.  If you do not have access to a computer and would like a paper copy of the lists call Jason at (910) 642-7105.  He will print the lists for your city and surrounding areas and get them to you.

New I.R.S. Organizational Income Filing Requirement

  The U S Internal Revenue Service  (IRS) now requires, under the Pension Protection Act of 2006, that all tax-exempt organizations file income statements each year .

Here is how we will do it in the VFW Department of North Carolina.

1- If your post earns over $25,000 in gross income during your fiscal year, you must file an IRS Form 990 (which you should already have been doing, anyway!). Keep the same fiscal year you have been using in the past, be it the calendar year, the VFW accounting year (1 July-30 June) or the Department's fiscal year (1 June-31 May).

2 - If your post earns $25,000 or less each year, and you have access to the Internet, go to www.epostcard.form990.org/default.asp  where you will find instructions on how to login and file your own post Form 990N Electronic Postcard. You may use whatever fiscal year you want, but for simplicity purposes, we suggest 1 July-31 June, because 1 July is the date that you transfer your Post Dues Reserve each year to the Post General Fund, and that will remind you to file. The IRS Internet site will not let you file the Form 990N until after the end of your fiscal year.

3 - If your post earns $25,000 or less each year and you do not have access to the Internet, we will file your Form 990N Electronic Postcard for you. There is no paper form that you can file with the IRS.  If you do not file a Form 990 or 990N each year, your post will lose its tax-exempt status!!
