1. The 88th Annual Convention of the Department of Missouri Veterans of Foreign Wars will be held at the Holiday Inn Select Executive Center, Columbia, Missouri, June 19 – 22, 2008. Headquarters will be located in the Holiday Inn Select. Individual room reservations must be made directly with the Holiday Inn by filling out and mailing a room reservation form. The cut off date is May 19, 2008. The room rate will be $89.95 + tax of $12.33 per night. The hotel will not accept phone reservations and requires a minimum of three (3) nights stay. THERE WILL BE NO EXCEPTIONS. Separate hospitality room and individual room reservations for the Holiday Inn Select are attached. For persons not able to commit to the three night stay requirement, a block of rooms has been reserved at the Baymont Inn & Suites for $59.00 plus tax, phone number 573-445-1899. The Baymont Inn group code is VFW ’08. A block of rooms has also been reserved at Days Inn for $59.99 plus tax, phone number 573-445-8511. The Days Inn group code is VFWS. The cut off date for both overflow hotel reservations is May 19, 2008. Please call Baymont Inn and Days Inn directly to make personal reservations.
2. The Department of Missouri VFW will publish the Department Convention magazine once again this year. Your Post and Auxiliaries are invited to purchase advertising space in this magazine. All proceeds go to offset convention costs and other programs. The rates are $200.00 for a full page; $125.00 for half page; and $75.00 for one quarter page. If your Post,
Auxiliaries or District decides to purchase an ad, be certain the copy is clear, neatly printed or typed and that it will fit into the size purchased. Advertisements from businesses in your area are also welcome. The deadline for ads is Monday, May 12, 2008. Please submit your copy at the earliest possible date to Department Headquarters, P.O. Box 26, Jefferson City, MO 65102 or by email to adj@mo.vfwwebmail.com.
3. Pursuant to Article II, Section 222, paragraph (d), subparagraph 4 of the National By- Laws and Manual of Procedure, all posts are required to register and pay for at least one delegate to the National Convention whether or not anyone from the Post will be attending. Forms were mailed out along with election reports. Failure to register a delegate is subject to suspension or the possibility of the charter being cancelled.
4. Delegates to the Department Convention shall be elected at a meeting of the Post held not less than thirty (30) days prior to the Convention, one delegate and one alternate for each ten (10) members or fraction thereof in good standing in the Post at the time of the election. All membership recorded on the National website on May 15, 2008 will be considered in determining delegate strength. A delegate fee of $2.00 must be paid to the Department Quartermaster for each and every delegate to which the Post may be entitled. All Posts will receive a letter detailing their delegate strength and fees as of May 15, 2008. Delegate strength should be taken from that report. Please do not remit delegate fees until this notice has been received by the Post Quartermaster. Do not remit a delegate fee for th Post Commander or the alternates. Every delegate must register themselves. There will be no group registration. Each delegate must present their current Membership Card to register upon arriving at the Department Convention.
5. All Districts will hold a District Convention not less than ten (10) or more than sixty (60) days prior to the Department Convention for the purpose of electing District Officers and the transaction of District business. Blank Reports of Election will be mailed to the current District Adjutant prior to the Convention by Department HQ. District Adjutants must complete and mail a copy of the ELECTION REPORT to Department Headquarters as soon as possible after the election. A report is NOT required to be mailed to National Headquarters. Post Commanders are reminded that the by-laws require the Post Commander or a representative attend District Conventions.
6. Newly installed District and Post Officers do not assume their duties until the Department Commander is installed on June 22, 2008.
7. Post Installing Officers are reminded that it is their duty to determine if a Report of Election of Post Officers has been submitted to the various Headquarters by the current Post Quartermaster. If the Report of Election has not been completed and forwarded as required, it then becomes the responsibility of the Installing Officer to complete and mail the form in accordance with the instructions.
8. Attention is called to Section 213, National By-Laws, which covers arrearages for financial and other obligations. This includes failure to register a delegate to the 2008 National Convention or any other Department arrears. Arrearages on the District level are covered in Section 420 of the Manual. Post in arrearages or failing to submit Post Audit reports will not be allowed to vote at the Department Convention.
9. All Posts should start making plans for a 2008 Spring Buddy Poppy drive. An order blank is located in the “gold” 2007-2008 Post Commander and Quartermaster’s Handbook that should have been received by each Post Commander & Quartermaster in August. Poppies must be ordered through Department Headquarters and paid in advance.
10. Ten Patriot's Pen scholarships and one Voice of Democracy scholarship expired with the completion of the February 2008 Award Banquet. If your Post or Ladies Auxiliary would be interested in (co)sponsoring a scholarship, please forward $500.00 to Department Headquarters prior to September 30, 2008. Payments will be accepted in full amount or monthly installments. A total of $500.00 must be received by September 30, 2008, for the 2009 Scholarship Program. Scholarships will be paid out over a five year period to district winners. Scholarship sponsor's name(s) will be listed in the banquet program each year. Letters were mailed to Posts that had scholarship funds expire in 2008. Those Posts, if renewing their scholarship, may comply with the amount stated in the original letter or the above changes.
11. The 109th VFW National Convention will be held in Orlando, Florida, August 16 – August 21, 2008. Convention registration and housing information was mailed with the election reports in late February. Missouri has been assigned to the Peabody Orlando. Registration opened on December 31st.
Note: All sleeping room reservations must be made through the housing bureau. Reservations must be made by July 14, 2008 in order to receive special convention rates. The attached housing form should be used to make your reservations.
12. All resolutions to be considered by the 2008 Department Convention must reach the Department Adjutant no later than May 15, 2008.
13. All Department Officers, District Commanders and Committee Chairmen shall submit a written report to the Department Adjutant at the convention covering their activities of the past year.
14. The 2008 Big 10 Conference will be hosted by the Department of Missouri, October 17, 2008, in St Louis, Missouri. The information booklet is located on the weblog in its entirety.
15. All Posts should properly observe Memorial Day on May 26, 2008.
16. DIAMOND JUBILEE CELEBRATION: VFW Post 1813 Desoto was awarded their 75th Anniversary Diamond Jubilee Award on January 29, 2008. They will be observing this celebration on June 14, 2008 at the home in Desoto starting 12:00 noon. Presentation will be made by Commander Jones. GOLDEN ANNIVERSARY CELEBRATION: VFW Post 6270 Higginsville was awarded their 50th Anniversary Golden Anniversary Award on April 28, 2008. Presentation of the award is still pending a date to be determined by the Post.

2. All proposed amendments to the Department By-laws which are to be considered by the 2008 Department Convention must be submitted to the Department Adjutant no later than April 15th so they may be published in the May General Orders. Resolutions will not be published, but must also reach the Department Adjutant no later than April 15th.
3. Post Commanders are reminded that nominations for Post Officers should occur in March and the annual election of Post Officers must take place during April. The Post Commander-elect shall select the installing officer as soon as officers have been elected. The installing officer must be one who holds or has held a rank at least as high as that of Post Commander. Post Officers shall be installed in their respective offices prior to the convening of the Department Convention. Newly installed District and Post Officers do not assume their duties until the Department Commander is installed on June 22, 2008.
4. National Headquarters has mailed a Report of Election of Post Officers to each Post Quartermaster on record. As soon as possible after the Post election, but within one (1) week, this form should be completed in its entirety and mailed in accordance with instructions on the form. You can access the Department website at (www.vfwmo.org); go to “Forms & Reports”, select “Post Election Report” and fill in the form online and print it for distribution. National has recently added an online election report that can be completed and submitted to National as well. Instructions for completing the form are included in the information packet received from National. Which ever method is used, fill in the data, submit to National (on National website only) or print and mail to National HQ and Dept HQ, and print a copy for your files. DO NOT wait until after the installation to complete and submit or mail this form. Failure to submit the report results in the Post not receiving their 2008-2009 membership supplies as well as important correspondence for Post Officers. MAKE SURE YOU MAIL A COPY TO DEPARTMENT HEADQUARTERS. (Note: If you use the form on the vfwmo website, it must be printed and mailed. There is no option for electronic submission).
5. Post Commanders shall verify eligibility of applicants for membership in the Men’s Auxiliary to their Post and maintain records of eligibility in Post files.

12. The judging for the All State Team of Post Commanders and Quartermasters will be held in Jefferson City on May 7, 2008. The qualifications are: A Post must be 100% in Membership, ordered their quota of Buddy Poppies, sponsor or cosponsor a student in the Voice of Democracy Program, sponsor or cosponsor a student in the Patriot’s Pen Program, submit all 4 audit reports by the dates specified and submit a completed Score Sheet by April 30th to be eligible for consideration. The score sheet must be completed by the Post Commander and contain all required information. Score Sheets must be in Department Headquarters by NOON on April 30, 2008 - no exceptions. Please send score sheets “Return Receipt Requested” so you have proof that your score sheet was received in headquarters and on what date. They can also be faxed to 573-636-2664. Score sheets are now on line as well at www.vfwmo.org.
13. The 2008 Big 10 Conference will be hosted by the Department of Missouri, 17 October 2008, in St Louis Missouri. Advertisement information on the conference is attached to these General Orders. The information booklet is located on the weblog in its entirety.
14. The next issue of the Missourian is scheduled for early in May. Articles, notices & photos for the next Missourian must be at HQ no later than 15 April 2008.

9. Department Chairmen are reminded that any reports to be included with the monthly distribution of the General Orders must be received in Department Headquarters by the 20th of the month.
10. The deadline for submitting bids for the 2011 Department Convention is March 15, 2008, as prescribed by the Department By-laws. Any Post or group of Posts wishing to submit a bid should contact Department Headquarters for the necessary forms.
11. The deadline for submitting Commander’s Score Sheets for All State judging is April 30, 2008 to Department Headquarters. If you are 100% in membership and meeting your other requirements, you need to submit your Score Sheet NOW. The judging will take place on May 1, 2008
12. All Posts are reminded that they have to renew their Incorporation papers annually with the Secretary of State’s Office, in Jefferson City, unless they have a benevolent incorporation. Please check with the Secretary of State’s office to see if yours is current. Their phone number is 573-751-2379.
13. The 2008 Big 10 Conference will be hosted by the Department of Missouri, 17 October 2008, in St Louis Missouri. Complete information on the conference will be sent separately.

2. Post and District Commanders should assure that only members in good standing are present at ALL Post and District meetings.
3. Post Commanders are reminded that the annual election of Post Officers must be held during the month of April. Installation of officers must take place not less than twenty, or more than sixty days prior to the convening of the Department Convention. Newly installed officers do not assume their duties until the Department Commander is installed on June 22, 2008.
4. The deadline for submitting bids for the 2011 Department Convention is March 15, 2008, as prescribed by the Department By-laws. Any Post or group of Posts wishing to submit a bid should contact Department Headquarters for the necessary forms.
5. Posts are reminded that their support and contributions to our Veteran Service Officer and Outreach program is vital. Contributions are down this year. All Posts that have not made a donation are encouraged to do so now. Funding of this essential program should be a high priority at your Post.
6. All Posts should be making plans for a 2008 Spring Buddy Poppy drive. One of the most important duties of a District and Post Commander is the appointment of a capable Buddy Poppy Chairman who can be trusted to get the job done. If a Buddy Poppy Chairman has not been appointed, please do so immediately. An order blank is located in the “gold” 2007-2008 Post Commander and Quartermaster’s Handbook that should have been received by each Post Commander & Quartermaster in August. Poppies must be ordered through Department Headquarters and paid in advance. Poppies are shipped direct to you from the factory. A minimum of four to six weeks should be allowed for receiving your shipment.
7. The Veterans of Foreign Wars has reinstated its support of the Boy Scouts of America for the current year. As a part of that process, there are several facets of that initiative which Posts need to be informed of. See the attached message from Missouri’s member of the National Scouting Team for more details.
8. Anyone desiring to attend the National Legislative or Community Service Conferences, March 2 - 5, 2008, should contact Department Headquarters for the necessary forms.

Convention registration and other related information will be mailed with the election reports in late February from National Headquarters. Missouri has been assigned to the Peabody Orlando Hotel. Registration opened on December 31st. Note: All sleeping room reservations must be made through the housing bureau. Reservations must be made by July 14, 2008, in order to receive special convention rates. The attached housing form should be used to make your reservations.
10. The Department of Missouri Veterans of Foreign Wars has officially changed to a new E Mail system and provider. As a result of this change, the old Department E Mail address at “areatech.com” is no longer available. To reach individual chairmen, line officers, or department headquarters staff, please refer to the gold 2007-2008 Post Commander and Quartermaster Handbook for their appropriate address. We have provided information to members on the new system through District meetings, General Orders, and the current E Mail system over the last 7 months. The Missouri website at VFWMO.org will still be used for posting Community Activity Reports, forms, and Memstats, but it will no longer be used for E Mail. Beginning immediately, ALL future electronic correspondence will be forwarded to your individual post officer E Mail located through the webcom as explained below. If you have not signed into the new system, it is imperative that you do so in order to continue receiving all important communication.

Click on the link and you will be asked for your address and password. 12. The 2008 Big 10 Conference will be hosted by the Department of Missouri, October 17-19, 2008, in St Louis Missouri. It is customary to give out “goody” bags when guests register. If your Post and/or Auxiliary can help with donating items for the bags, please see the attached flyer for detailed information.

GENERAL ORDERS NO. 7
Series 2007 - 2008 January 2008
(To be read at a regular Post meeting and filed)
1. The next Council of Administration meeting will be held at the Capitol Plaza Hotel, Jefferson City, on Saturday, February 2, 2008, starting promptly at 8:00 a.m. All Council members and Committee Chairmen should make every effort to attend. A block of rooms has been reserved for $79.00. Overnight reservations can be made by calling the hotel at 800-338- 8088, by January 14, 2008, to receive the special rate. When making your reservations, be sure to tell them you are with the VFW.
2. All 2007 membership cards, with the exception of Life Membership cards, expire at midnight on December 31, 2007. Members who have not yet renewed for 2008 are urged to do so without further delay. The membership program has improved somewhat but could stand much more improvement. The payment of 2008 dues by all delinquent 2007 members would give a big boost to this most important program.
3. Post and District Commanders should assure that only members in good standing are present at Post and District meetings. Officers are reminded that they cannot perform the duties of their office if they are not in good standing for 2008 and shall result in declaring the office vacant.
4. All Posts should start making plans for a 2008 Spring Buddy Poppy drive. One of the most important duties of a District and Post Commander is the appointment of a capable Buddy Poppy Chairman who can be trusted to get the job done. If a Buddy Poppy Chairman has not been appointed, please do so immediately. An order blank is located in the “gold” 2007-2008 Post Commander and Quartermaster’s Handbook that should have been received by each Post
Commander & Quartermaster in August. Poppies must be ordered through Department Headquarters and paid in advance.
5. The deadline for submitting bids for the 2011 Department Convention is March 15, 2008, as prescribed by the Department By-laws. Any Post or group of Posts wishing to submit a bid should contact Department Headquarters for the necessary forms.
6. Posts must have adequate DRAM (Liquor Liability) Insurance pursuant to National By-Laws Section 709. Any Post owning and/or operating, directly or by reason of a holding company or other entity substantially controlled by the Post or its members, a canteen, clubroom or other facility available to members or guests must maintain general liability insurance, including, if necessary or appropriate, liquor liability insurance. Such insurance must be of a type and amount sufficient to protect the Post and must name, as additional insured’s, the Veterans of Foreign Wars of the United States and the Department In which such Post is located. Proof of Insurance must be forwarded to the State Adjutant.
7. Post Commanders and Trustees are reminded that the By-Laws require an audit be submitted to Department Headquarters at the end of each Quarter. The Quarterly Audit Report for the period ending December 31, 2007, is due at Department Headquarters NOT LATER THAN JANUARY 31, 2008.

9. The 2008 Big 10 Conference will be hosted by the Department of Missouri, 17 October 2008, in St Louis Missouri. We are in need of volunteer workers for this program. A meeting of the Big 10 Committee and any new volunteers will be held Friday evening at the February C of A in Jefferson City.
10. Post Service Officers are reminded to report all Post Service Officer events and/or Veterans Benefits Fair activities to their District Veterans Service Information Officer. Reports should include the number of Veterans served, number of Veterans Service Officer referrals sent to St. Louis, and the number of new or reinstated members that the activity generated. District Veterans Service Officers must compile this information and report it to the Department VSIO on a monthly basis.
11. The next issue of the Missourian is scheduled to be posted in mid–February. Please submit articles to Department by February 15, 2008.
