1. Having been elected Commander of the Department of Missouri and been duly installed in accordance with the By-Laws of the Veterans of Foreign Wars of the United States, I hereby assume command.
2. The following Department Officers, have been duly elected and installed at the 88th VFW

State Commander Tom Hartman extends congratulations and best wishes for a successful year.
4. Reminder to Post Commanders. The National By-Laws and the Missouri All-State Program require the Post Commander or a Post Representative attend all meetings called by the District Commander. This includes Schools of Instruction.
5. Reminder to Posts and Districts. The Voice of Democracy and Patriots Pen Scholarship program urgently needs your support. Ten Patriot's Pen scholarships and one Voice of Democracy scholarship expired with the completion of the February 2008 Award Banquet. If your Post or Ladies Auxiliary would be interested in (co)sponsoring a scholarship, please forward $500.00 to Department Headquarters prior to September 30, 2008. Payments will be accepted in full amount or monthly installments. A total of $500.00 must be received by September 30, 2008, for the 2009 Scholarship Program. Scholarships will be paid out over a five year period to district winners. Scholarship sponsor's name(s) will be listed in the banquet program each year. Letters were mailed to Posts that had scholarship funds expire in 2008. Those Posts, if renewing their scholarship, may comply with the amount stated in the original letter or the above changes.
6. State Headquarters has not received a report of election from eight (Cool Posts. (See attached listing of Posts missing election reports). Fax a copy of your election report to 1-573- 636-2664 or mail a copy to PO Box 26, Jefferson City, MO. 65102. The original should be sent to National HQ at 406 W. 34th St., Kansas City, MO 64111. Contact Department if you need a blank form, 1-888-276-8609
7. The 109th VFW National Convention will be held in Orlando Florida August 16 – 21, 2008. Convention registration and housing information was mailed with the election reports in late February. Missouri has been assigned to the Peabody Orlando. Registration opened on December 31st.
Note: All sleeping room reservations must be made through the housing bureau. Reservations must be made by July 14, 2008, in order to receive special convention rates. The attached housing form should be used to make your reservations.
8. Posts may obtain forms 990EZ, 990 and/or 990T from any IRS Office or “On Line” at http://www.irs.gov. A “Fill In” form 990EZ is available on our Web Site. Posts with a year end of 30 June must file with the IRS prior to 15 November 2008. All posts are now required to file a Federal Income Tax return. NO EXCEPTIONS! If your gross income (from all sources) is less than $25,000.00 per year, you will file form 990N “On Line” from now on. Go on line to the IRS site, http://www.epostcard.form99.org/ and follow the three (3) steps to sign up and file. If you need assistance, call the State Quartermaster at 800-903-3370, pin number 00.
9. Anyone requesting a Department Officer to attend a function must submit a written request to Department Headquarters at least 45 days prior to the date of the function.
10. The next meeting of the Council of Administration will be held at the St. Louis Airport Marriott, St. Louis, on Saturday, September 19, 2008, beginning at 8:00 a.m. All members of the Council, as well as Committees and Chairpersons should make every effort to attend and be prepared to report in accordance with the agenda which will be provided prior to the meeting. Room reservations must be made through the hotel by calling 1-314-423-9700 no later than August 28, 2008. A flat rate of $89.00 (plus tax) has been given to the VFW. Please be sure to tell the reservationist that you are with the Missouri VFW State Homecoming group to receive this rate.
11. Quarterly audit reports for the period ending 6-30-08 are due 7-31-08. Forms can be filled out on-line by going to www.vfwmo.org. You can also make copies of the blank form for your use throughout the year. This deadline must be met for “All State” contest purposes.
12. The 2008 Big 10 Conference will be hosted by the Department of Missouri, 17 October 2008, in St Louis Missouri. Advertisement information on the conference is attached to these General Orders. The information booklet is located on the weblog in its entirety.
13. Post Service Officers are reminded to report all Post Service Officer events and/or Veterans Benefits Fair activities to their District Veterans Service Information Officer. Reports should include the number of Veterans served, number of Veterans Service Officer referrals sent to St. Louis, and the number of new or reinstated members that the activity generated. District Veterans Service Officers must compile this information and report it to the Department VSIO on a monthly basis.
14. The next issue of the Missourian is scheduled for Late August. Articles, notices & photos for the next Missourian must be at HQ no later than 15 August 2008.
