draping of a charter

Can someone enlighten me on exactly what "draping the charter of a VFW Post with a black cloth" indicates or means?  thanks

The same as law enforcement wearing a black ribbon across their badge or a person wearing a black arm band.  A member of your organization died.  There is a Post ritual for draping of the charter to include a prayer by the Chaplain.  A charter is draped for 30 days in memory of a comrade.
