I serve as the Adjunct Law Professor, supervising attorney, and director of the Veterans Law Project at North Carolina Central School of Law, utilizing students from North Carolina Central School of Law and the University of North Carolina Chapel Hill Law School.  I have been invited to appear before, and make oral and written presentation of testimony to the U.S. House of Representatives Committee on Veteran's Affairs, Subcommittee on Disability Assistance & Memorial Affairs, from 12:30-2:30 p.m., on April 17, 2007. (note the time change)

I am assembling my remarks at the present time, as well as over the weekend, and would welcome any input that membership might wish to provide.

The proposed bills are linked at the end of this post.

Dear Mr. Kabatchnick:

On Tuesday, April 17, 2007, the Subcommittee on Disability Assistance & Memorial Affairs of the House Committee on Veterans’ Affairs will conduct a hearing on H.R. 67, Veterans Outreach Improvement Act of 2007; H.R. 1435, Department of Veterans Affairs Claims Backlog Reduction Act of 2007; H.R. 1444, To direct the Secretary of Veterans Affairs to make interim benefit payments under certain remanded claims, and for other purposes; H.R. 1490, To provide for a presumption of service-connectedness for certain claims for benefits under the laws administered by the Secretary of Veterans Affairs, and for other purposes.  This hearing will be held at 2:00 p.m. in room 334 of the Cannon House Office Building (CHOB).   

The Subcommittee invites you to present your views so that we may analyze the four bills.  Please confirm your attendance by contacting Ms. Jian Zapata at (202) 225-9164. 

Your complete written statement will be made a part of the hearing record and you will be recognized for five minutes to make an oral statement.  In the interest of time, I would recommend that you use your oral testimony to highlight issues of interest or concern to you or your organization.

Please submit 75 copies of your written testimony to Ms. Zapata at 335 CHOB no later than 4:00 p.m. on April 13, 2007.  To reduce costs and facilitate the inclusion of your written testimony in the hearing printed record, please provide one copy of your testimony, prepared in accordance with the enclosed formatting requirements.

Due to heightened security precautions, please note that all Congressional mail delivery is delayed and commercial delivery services are prohibited.  Therefore, you must contact our staff to make arrangements for a representative from your organization to hand deliver your testimony.

The Committee provides public access to its hearing statements on the Internet at the House Committee on Veterans’ Affairs’ (http://veterans.house.gov) and the United States Library of Congress (http://thomas.loc.gov) websites.

To facilitate this public access, please send an electronic copy of your testimony to Ms. Debbie Smith (debbie.smith@mail.house.gov) and Ms. Jian Zapata (jian.zapata@mail.house.gov).
