If someone broke into your post on 8-29, why would you not report it until another break-in on 9-19, 3 weeks later?

Shouldn't $1800 be locked in a safe, in the commanders office? Why would it be allowed to be in a small sheet metal box, in a cabinet, in the canteen area?

And why 3 weeks later, would you leave $800 in an envelope in the same place?

Something seems wrong here.
