I have a technical question about check signing. I am a 27 year old post commander in Louisiana so Im not to familiar with all of the by-laws quite yet. My question is does the commander have to sign every check that comes from the post, and if so, what would happen it the commander was out of town? I had two members get in a huge arguement with each other and one left the meeting. One stated that the Commander then a Quartermaster or a member the commander designates may sign it. The other member in the argument stated that as long as two people sign regardless if its the commander, quartermaster, or another member designated by the commander in the commanders absence. The argument was between the last post commanders for the last two years.  I greatly appriciate any help regarding this matter, and could you also provide the by law number. Thanks for the help.

First of all, what does your Post By Laws state on Check Signing?
MOP Section 218,
1, Commander, f. Approve all disbursements of funds properly authorized by the Post.
5 Quartermaster, c. Disburse funds as properly authorized by the Post using accepted banking practices. Unless otherwise provided for in Post By-Laws, all disbursements of Post funds shall bear the signature of the Quartermaster or other person(s) authorized by the Quartermaster. Such other authorized person(s) shall be bonded with an indemnity company as surety in a sum at least equal to the amount of the liquid assets for which he may be accountable in accordance with Section 703.

This is all the mention in the National By Laws as currently printed. So, it is your By Laws that will tell.

    The Commanders signature is no longer required by National by-Laws but it clearly states that the quartermaster must write and sign all checks.  He may though ask the Commander to appoint a assistant QM (must be in the minutes that the CDR appointed "so and so" as assistant QM) of the quartermasters choosing to cover when he is not available (like on vacation and/or out of town).
    It appears that the two arguing could use an updated podium edition of the By-Laws.  The Judge Advocate is supposed to be the one explaining the By-Laws since he is supposed to be the most knowledgeable.

The Cmdr may no longer be required to sign the checks, but it would be in his best interest to initial each check to show that he Approved the disbursements of funds properly authorized by the Post.  QMaster$ may be bonded, and their may be three Trustees, but how many times and stories have we heard of QMaster$ giving in to temptation and Trustees not doing OR knowing their duties.

Remember,
QMs MUST be bonded and you MUST have three Trustees.
If the QM/CDR use a post DEBIT card, there is whole different procedure to use and also when you pay the post's bills using the bank on-line "Bill Pay Service"
