I think that it should be updated every two years (as a minimum). There is never anything that is all that important for it to be updated every year. In my opinion, it is basically a way for National to make money every year. As much as they change the rules no matter how mundane, the complete text needs updating annually. This prevents the excuse of not having updated manuals on hand.
I was involved with a Post who sold their Post Home and they followed their edition to the letter; unfortunately, their copy was 20 years old and they failed to notify Department in advance as required at the time of sale. It worked out ok after the fact but a lot were red faced over this.

Maybe, just maybe, By-Law changes should be limited to every other year.  Resolutions could still occur every year but the actual By-Laws could only be amended every other year.  That would save a lot of money and printing.
